The assessment of outcomes in FY95 (the execution year of the prototype) is based on data collected in both FY94 (the baseline year) and FY95 in Region C and Region E, a comparison region in the midwest. The document also discusses ways to further improve resource use and efficiency in the future--primarily by more fully utilizing school system capacity. Because the school system is currently falling far short of meeting RC training demand, the authors focus on more effectively using current school resources rather than on achieving manpower or dollar savings. However, if training requirements decrease in the future, the results of this research could be applied to achieve resource savings. This report is part of a larger effort by RAND's Arroyo Center to analyze the performance and efficiency of the RC school system.

Book excerpt: This report summarizes the Arroyo Center's analysis of the Reserve Component (RC) school system and the prototype over two fiscal years (1995 and 1996) in the areas of training requirements and school production, training resources and costs, and training quality. While the RC system continues to have large training requirements, its ability to meet those requirements has grown; still, quota utilization continues to be a problem. Manpower resources continue to dominate costs, reinforcing the need to improve efficiency. Analysis shows that various strategies can improve efficiency from 10 to 24 percent; in addition, while consolidating annual training sites can yield efficiency, consolidating individual duty for training sites does not. Courseware continues to be the paramount training quality issue and, while instructor qualification is not a problem, finding enough qualified instructors continues to be.

Book excerpt: Competition for scarce resources -- both dollars and soldiers -- has driven the Army to explore ways to reduce the costs and infrastructure needed to conduct military education and training. Resources devoted to military education and training are substantial; in FY00, the Active Component training institutions cost the Army $5.7 billion to run and absorbed 44,500 staff and 74,000 trainee man-years. The Army not only wants to reduce the resources it devotes to the training base, it also seeks to improve the performance of its schools. To achieve these goals, the Army has undertaken various initiatives to restructure and modernize its individual training system, including, for example, establishing the Total Army School System and The Army Distance Learning Program (TADLP). The task is a tough one: improve performance while reducing resources. The range of strategies the Army could pursue complicates the task. Which of them offer the best chance for success? RAND Arroyo Center has examined the Army's recent initiatives along with a number of others, and its analysis suggests that four strategies could help the Army achieve its goal: (1) Integrate Active (AC) and Reserve Component (RC) training institutions, (2) Expand the use of educational technologies in Army schools, (3) Leverage "flexible" distance learning technologies, and (4) Increase the use of the private sector in Army training. Book excerpt: For some time, the U.S. Army has recognized persistent problems in its extensive system of schools that provide technical and leadership training for the Reserve Components (RC). Critics have suggested, for example, that the existing system of schools lacks efficiency, provides inconsistent quality of training, and is difficult to manage to meet the training needs of RC units (see, for example, DAIG (1993)). To respond to these concerns, the Army began a test (starting in PY94) of a 'prototype' regional school system in the southeastern United States. This prototype set out to achieve immediate consolidations of training facilities and improvements in training standards. The prototype sought to improve efficiency by organizing training on a regional basis and by changing schools' missions from multifunctional (providing a variety of training courses) to specialized (limiting training to selected courses). The prototype also aimed to lay a foundation for a longer-term goal-to establish a cohesive and efficient Total Army School System (TASS) of fully accredited and integrated schools to serve all Army components. Given the magnitude of change envisioned for the TASS, RAND's Arroyo Center was asked to conduct an independent, objective assessment of the operation of the RC school system, including the TASS concept. This report provides a baseline description of the RC training system in terms of three key assessment areas: Training requirements and school delivery of courses: (1) Quality of training; (2) Resources and costs, Our purpose is to quantify conditions and problems in the RC school system during FY94. Because the system is so fragmented, it has been difficult in the past to gain a full, top-down view of its operations.

Book excerpt: The United States Army operates an extensive system of schools and centers that provide military education and training to soldiers in the Active Component and the two Reserve Components, the U.S. Army National Guard and the U.S. Army Reserve. This system includes Reserve Component (RC) training institutions that provide reclassification training for enlisted personnel who change military occupational specialties and leader training for both commissioned and noncommissioned officers. As the result of an assessment conducted in the early 1990s, the Army and other agencies concluded that the Reserve Component training system was inefficient and difficult to manage and that the quality of training was inconsistent. Concurrently, defense downsizing and resource reductions were making it necessary to shrink the training infrastructure and reduce training costs.
