[...] After debating both the substance of the charges and the authority of the House to adopt such a resolution, characterized by one Member as "censur[ing] indiscriminately the President of the United States and the Secretary of Navy,"18 the House adopted the resolution 106-61.19 The Senate adopted a resolution in 1886 in which it expressed its "condemnation" of President Cleveland's Attorney General.
