By assembling a wide range of contributors—historians, sociologists, economists, and education scholars—the editors provide a comprehensive view of a community’s experience with desegregation and economic development. Here we see resegregation through the lens of Charlotte, North Carolina, once a national model of successful desegregation, and home of the landmark Swann desegregation case, which gave rise to school busing. This book recounts the last forty years of Charlotte’s desegregation and resegregation, putting education reform in political and economic context. Within a decade of the Swanncase, the district had developed one of the nation’s most successful desegregation plans, measured by racial balance and improved academic outcomes for both black and white students. However, beginning in the 1990s, this plan was gradually dismantled. Today, the level of resegregation in Charlotte has almost returned to what it was prior to 1971. At the core of Charlotte’s story is the relationship between social structure and human agency, with an emphasis on how yesterday’s decisions and actions define today’s choices.

Today, as the school’s majority black and Latino students struggle with high rates of poverty and low rates of graduation, Marietta High has become a symbol of the wave of resegregation that is sweeping white students and students of color into separate schools across the American South. Students of the Dream begins with the first generations of Marietta High desegregators authorized by the landmark Brown v. Board of Education ruling and follows the experiences of later generations who saw the dream of integration fall apart. Grounded in over one hundred interviews with current and former Marietta High students, parents, teachers, community leaders, and politicians, this innovative ethnographic history invites readers onto the key battlegrounds—varsity sports, school choice, academic tracking, and social activism—of Marietta’s struggle against resegregation. Well-intentioned calls for diversity and colorblindness, Ruth Carbonette Yow shows, have transformed local understandings of the purpose and value of school integration, and not always for the better. The failure of local, state, or national policies to stem the tide of resegregation is leading activists—students, parents, and teachers—to reject traditional integration models and look for other ways to improve educational outcomes among African American and Latino students. Yow argues for a revitalized commitment to integration, but one that challenges many of the orthodoxies—including colorblindness—inherited from the mid-twentieth-century civil rights struggle.

Book excerpt: The school-aged population of the United States has become more racially and ethnically diverse in recent decades, but its public schools have become significantly less integrated. In California, nearly half of the state's Latino youth attend intensely-segregated minority schools. Apart from shifts in law and educational policy at the federal level, this gradual resegregation is propelled in part by grassroots efforts led predominantly by white, middle-class residential communities that campaign to reorganize districts and establish ethnically separate neighborhood schools. Despite protests that such campaigns are not racially, culturally, or socioeconomically motivated, the outcomes of these efforts are often the increased isolation of Latino students in high-poverty schools with fewer resources, less experienced teachers, and fewer social networks that cross lines of racial, class, and ethnic difference. Confronting Suburban School Resegregation in California investigates the struggles in a central California school district, where a predominantly white residential community recently undertook a decade-long campaign to "secede" from an increasingly Latino-attended school district. Drawing on years of ethnographic research, Clayton A. Hurd explores the core issues at stake in resegregation campaigns as well as the resistance against them mobilized by the working-class Latino community. From the emotionally charged narratives of local students, parents, teachers, school administrators, and community activists emerges a compelling portrait of competing visions for equitable and quality education, shared control, and social and racial justice.

And some teachers do, engaging with their students' ideas in ways that make learning collaborative. In Segregation by Experience, the authors set out to study how Latinx children exercise agency in their classrooms-children who don't often have access to these kinds of learning environments. The authors filmed a classroom in which an elementary school teacher, Ms. Bailey, made her students active participants. But when the authors showed videos of these black and brown children wandering around the classroom, being consulted for their ideas, observing and participating by their own initiative, reading snuggled up, shouting out ideas and stories without raising their hands, and influencing what they learned about, the response was surprising. Teachers admired Ms. Bailey but didn't think her practices would work with their black and brown students. Parents of color-many of them immigrants-liked many of the practices, but worried that they would endanger or compromise their children. Young children thought they were terrible, telling the authors that learning was about being quiet, still, and compliant. The children in the film were behaving badly.
