Book A Methodology for Independent Assessment of Advanced Warfighting Experiments

Download or read book A Methodology for Independent Assessment of Advanced Warfighting Experiments written by and published by . This book was released on 1999 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document suggests an approach for defining independent assessments of the results of joint advanced warfighting experiments undertaken in support of Joint Vision 2010. The joint experiments are those pursued in development of innovative operational doctrine or operational concepts to be employed by a joint task force, a unified command, or similar organization. Independent assessments would have the goal of interpreting the operational potential of new warfighting concepts free of the biases of those who propose the capability or conduct the experiments. Since their use throughout the military establishment is not standard, this document first presents some reasonable definitions of the meanings of innovation, experimentation, and jointness as used in the context of joint operations and the Chairman of the Joint Chiefs of Staff's vision for future warfighting capabilities. Then, the document describes the nature of experiments, their purposes, and how they support development of advanced warfighting concepts that will be the focus of experimentation. Following that, a structure for an independent assessment or evaluation of an advanced warfighting concept, and a methodology for independently assessing the success or failure of experiments dealing with future warfighting concepts are developed.

Book The Use of Advanced Warfighting Experiments to Support Acquisition Decisions

Download or read book The Use of Advanced Warfighting Experiments to Support Acquisition Decisions written by Kenneth W. Strayer and published by . This book was released on 1999-12-01 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research effort focused on the use of Advanced Warfighting Experiments (AWEs) to support acquisition decisions. Specifically, the thesis evaluated the effectiveness of the Army Task Force XXI AWE in providing information to support investment decisions and refinement of requirements for information age technologies. A detailed analysis of the 1997 Operational Test and Evaluation Command (OFTEC) Live Experiment Assessment Report identified program developmental recommendations. Data were collected from appropriate program offices and user representatives to determine the perceived utility of the recommendations and level of implementation. Qualitative data detailing why specific recommendations were or were not implemented were used to determine the contributing factors to a program's ability to benefit from participation in the experiment. Overall, fifty-two percent of the OPTEC recommendations were reported as either fully or mostly implemented. Other potential benefits of AWE participation were identified to include (1) marketing and exposure of program, (2) refinement of user requirements, and (3) information on integration, interfaces, and interoperabilty. Risks from participation in the 4WE included (1) a poor return on investment, (2) potential negative exposure, and (3) extensive changes in requirements.

Book Human Dimensions Assessment of the Task Force XXI Advanced Warfighter Experiment

Download or read book Human Dimensions Assessment of the Task Force XXI Advanced Warfighter Experiment written by and published by . This book was released on 1999 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This human dimensions assessment quantified the impact of changes in the work environment of soldiers and leaders who participated in the brigade level task force (TF XXI) Advanced Warfighter Experiment (AWE). The TF XXI AWE investigated the potential for digitizing land combat forces through the fielding of new technology equipment and accompanying changes in organizational design, tactics, techniques and procedures. Surveys and structured interviews were used to assess soldier and leader perceptions of TF XXI, the work environment, and organizational outcomes. The major finding is that as soldiers and leaders became more familiar with the new technology and its use, they were less threatened by it, and appreciated more the positive impact it would have on them, their units, and the Army as a whole. The findings also underscore potential problems with a number of different but clearly interrelated human dimensions. One example is the new career opportunities created by this technology within but also outside the Army, and the possible impact of these opportunities on Army wide personnel retention and recruitment programs. This study contributes to the requirement to define, quantify, and record empirical information to more fully understand and respond to the human dimensions of the Force XXI program.

Book Assessing Battle Command Information Requirements and the Military Decision Making Process in a Concept Experimentation Program

Download or read book Assessing Battle Command Information Requirements and the Military Decision Making Process in a Concept Experimentation Program written by and published by . This book was released on 1998 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This report describes a concept experimentation assessment of battle command information requirements and military decision making in the 2010-2015 timeframe. This research was the first in a series of concept experimentation programs (CEPs) planned by the Mounted Battlespace Battle Lab (MBBL) at Fort Knox, KY, to re-engineer command and staff operations. This report focuses on research methods, exploratory results, and recommendations on method improvements for assessing battle command information requirements and the military decision making process (MDMP). The exploratory results provide a benchmark for future efforts and suggestions for improving information systems and future evaluations. Limitations and lessons learned on research methods are considered. Method recommendations address measurement approach issues, such as mission, enemy, terrain, troops, and time (METT-T) structure for determining information requirements, and the applicability of the MDMP in a real-time information environment. Recommendations on manual measures address the timing and scope of assessment and respondent workload. Finally, recommendations on instrumented measures stress reducing respondent workload and increasing measurement scope and precision."--Stinet.

Book Routledge Handbook of Research Methods in Military Studies

Download or read book Routledge Handbook of Research Methods in Military Studies written by Joseph Soeters and published by Routledge. This book was released on 2014-06-27 with total page 357 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume offers an overview of the methodologies of research in the field of military studies. As an institution relying on individuals and resources provided by society, the military has been studied by scholars from a wide range of disciplines: political science, sociology, history, psychology, anthropology, economics and administrative studies. The methodological approaches in these disciplines vary from computational modelling of conflicts and surveys of military performance, to the qualitative study of military stories from the battlefield and veterans experiences. Rapidly developing technological facilities (more powerful hardware, more sophisticated software, digitalization of documents and pictures) render the methodologies in use more dynamic than ever. The Routledge Handbook of Research Methods in Military Studies offers a comprehensive and dynamic overview of these developments as they emerge in the many approaches to military studies. The chapters in this Handbook are divided over four parts: starting research, qualitative methods, quantitative methods, and finalizing a study, and every chapter starts with the description of a well-published study illustrating the methodological issues that will be dealt with in that particular chapter. Hence, this Handbook not only provides methodological know-how, but also offers a useful overview of military studies from a variety of research perspectives. This Handbook will be of much interest to students of military studies, security and war studies, civil-military relations, military sociology, political science and research methods in general.
