Against this background it was certainly not unexpected that the IGU Commisson on Industrial Change, presided by Godfrey Linge, decided to organise a congress on ‘Technology and Industrial Change.’ This congress was held in August 1985 at Nijmegen in the Netherlands. In this book some of the papers presented there are published. Book excerpt: This book re-evaluates a rich scientific heritage of space- and history-sensitive development theories and produces an integrated methodology for the comparative analysis of urban and regional trajectories within a globalized world. The main argument put forward is that current mainstream analyses of urban and regional development have forgotten this rich heritage and fail to address the connections between different dimensions of development, the role of history and the importance of place and scale relations. The proposed methodology integrates elements from different theories – radical economic geography, regulation approach, cultural political economy, old and new institutionalism – that all share a strong concern with time and space dynamics. They are recombined into an interdisciplinary (meta)theoretical framework, capable of articulating the overall problem of socio-economic development and providing methodological anchors for comparative case-study analysis, while recognizing context specificities. The analytical methodology focuses on key dynamics and relations, such as strategic agency and collective action, institutions and structures, culture and discourse, as well as the tension between path-dependency and path-shaping. The methodology is then applied to eight urban and regional cases, mostly from Western Europe, but also from the United States and China. The case studies confirm the relevance of time- and space-sensitive analysis, not only for understanding development trajectories, but also for policy making. They ultimately highlight that, while post-war institutions were able to address systemic contradictions and foster a relatively inclusive development model, the neoliberal turn has led to reductionist policies that not only have resulted in an increase in social and spatial inequalities, but have also undermined growth and democracy.

It places particular emphasis on its socio-economic and socio-political determinants which accompany the problem of existing and ever-widening differences in the level of regional development in various parts of Europe. In order to diagnose the scale of those differences and to indicate the main forces behind the divergence of development, the authors propose an original systematisation of regional development factors, drawing attention to the need to consider them within the framework of present-day socio-economic megatrends. The proposed approach to the development factors is also used for the author's operationalisation of the concept of territorial capital, which is at the centre of regional place-based policy. The wide spatial aspect of the analysis (national and local) and its extensive temporal scope (2004-2019) yields unique results and creates an important element of added value for this book, which shows the regularities of the process of regional development in Europe at three spatial levels - pan-European, national and intra-regional. Furthermore, it indicates the challenges faced by regionalists who attempt to carry out research on different territorial levels with a diverse number of units (205 EU regions, 16 Polish voivodeships, 2,478 Polish local units) and extended observation periods (2004-2017). The solutions proposed by the authors, who show the potential of overcoming the barriers resulting from limited access to complete and comparable statistical data series, should be inspiring for many researchers. The unique results of direct research carried out on a large sample of respondents and entrepreneurs via diverse field research techniques constitute a valuable source of information on local conditions that impact contemporary development processes in less developed regions. Their value is even greater because they were carried out in a unique laboratory created by the authors for testing the regularity of formation and impact of socio-economic development factors in various locally determined conditions of this process. It consists of purposefully selected test units (LAU2). Located in a less developed region, they represent all growth types and functional test units identified in the course of the research. Consequently, the results obtained may be generalised and applied to other areas showing similar features of territorial capital. The monograph is addressed primarily to a wide group of regionalists connected with economic and social sciences as well as to practitioners involved in the implementation of development policies at various levels.

This book develops a theory that radically reconceptualizes the economic forces producing regional change and tests it empirically for a set of fifteen sectors in the U.S. It offers a pioneering approach which should enable planners and managers to better cope with baffling changes in the current economic viability of regions. Traditional theories of regional development have failed to account for innovation and longrun structural change. They have ignored the role of corporate strategy and the existence of market power. Markusen's profit-cycle theory provides a key to understanding how, why, and when a region's leading industries undergo major changes. The theory is synthetic, building upon Schumpeterian and Marxist work on innovation and capitalist dynamics, upon the product cycle theories of business economists, and upon theories of oligopolistic behavior. Markusen argues that changing sources of profitability along an industry's evolutionary path will first concentrate and later disperse production geographically, setting in motion a methodically destabilizing process for regional economies. The profit-cycle theory is tested in depth against the steel sector's experience over a century, and against the experiences of sectors in different stages of development, ranging from innovative ones like semiconductors and computers, to mature and troubled sectors like automobiles, textiles, and lumber. The temporal and crosssectional data drawn from the census of manufactures support the theory and its spatial hypotheses. In a final chapter Markusen explores the implications of the research for regional development.
