Book excerpt: The mission of the Advanced Fuels Campaign (AFC) is to perform Research, Development, and Demonstration (RD & D) activities for advanced fuel forms (including cladding) to enhance the performance and safety of the nation's current and future reactors, enhance proliferation resistance of nuclear fuel, effectively utilize nuclear energy resources, and address the longer-term waste management challenges. This includes development of a state of the art Research and Development (R & D) infrastructure to support the use of a "goal oriented science based approach." AFC uses a "goal oriented, science based approach" aimed at a fundamental understanding of fuel and cladding fabrication methods and performance under irradiation, enabling the pursuit of multiple fuel forms for future fuel cycle options. This approach includes fundamental experiments, theory, and advanced modeling and simulation. One of the most challenging aspects of AFC is the management, integration, and coordination of major R & D activities across multiple organizations. AFC interfaces and collaborates with Fuel Cycle Technologies (FCT) campaigns, universities, industry, various DOE programs and laboratories, federal agencies (e.g., Nuclear Regulatory Commission [NRC]), and international organizations. Key challenges are the development of fuel technologies to enable major increases in fuel performance (safety, reliability, power and burnup) beyond current technologies, and development of characterization methods and predictive fuel performance models to enable more efficient development and licensing of advanced fuels. Challenged with the research and development of fuels for two different reactor technology platforms, AFC targeted transmutation fuel development and focused ceramic fuel development for Advanced LWR Fuels.

Book excerpt: The continued presence of highly enriched uranium (HEU) in civilian installations such as research reactors poses a threat to national and international security. Minimization, and ultimately elimination, of HEU in civilian research reactors worldwide has been a goal of U.S. policy and programs since 1978. Today, 74 civilian research reactors around the world, including 8 in the United States, use or are planning to use HEU fuel. Since the last National Academies of Sciences, Engineering, and Medicine report on this topic in 2009, 28 reactors have been either shut down or converted from HEU to low enriched uranium fuel. Despite this progress, the large number of remaining HEU-fueled reactors demonstrates that an HEU minimization program continues to be needed on a worldwide scale. Reducing the Use of Highly Enriched Uranium in Civilian Research Reactors assesses the status of and progress toward eliminating the worldwide use of HEU fuel in civilian research and test reactors.

Book excerpt: The use of metallic uranium fuel elements on a large scale in a pressurized water cooled graphite moderated power reactor environment in N-Reactor not only represents an extrapolation from previous Hanford fuel technology but it represents the only production-scale application of this concept in this country or abroad. Provision of a supporting technology is and will continue to be a major activity at Hanford as only a limited amount of directly applicable R & D will be available from other sites. The major benefit to be achieved through an extensive and continuing fuel program is attainment of the full capabilities of the N-Reactor at much reduced fuel cycle costs. The current N-Reactor fuel design represents the best engineering judgment of what is required for adequate performance. While the design is intentionally conservative, some features may not fully provide the level of performance required to sustain efficient reactor operation. Results of production-scale irradiation experience and special test irradiations will provide direction to a continuing program to correct any excesses or deficiencies in the initial fuel design. Reduction of unwarranted conservatism in the design will lower fuel fabrication costs, and correction of deficiencies will lower irradiation costs through increased time operated efficiency. Costs of this program are summarized for 1965, 66, and 67. The paper describes the scope of the program, its relationship to other programs, and technical progress in FY-1965 which included improved performance of the fuel elements even with the large number of rapid shutdowns of the reactor.

Book excerpt: Research reactor fuel technology continues to evolve, driven in part by international efforts to develop high density fuels to enable the conversion of more reactors from highly enriched uranium (HEU) to low enriched uranium (LEU) fuels. These high density fuels may offer economic benefits for research reactors, despite being more expensive initially, because they offer the prospect of higher per-assembly burnup, thus reducing the number of assemblies that must be procured, and more flexibility in terms of spent fuel management compared to the currently qualified and commercially available LEU silicide fuels. Additionally, these new fuels may offer better performance characteristics. This publication provides a preliminary evaluation of the impacts on research reactor performance and fuel costs from using high density fuel. Several case studies are presented and compared to illustrate these impacts.
