Following an overview of important issues facing the nation, the second section suggests steps to bolster public confidence in the social security system, including building the system's trust fund by increasing contribution levels and modernizing computer systems. The next section provides recommendations for continuing the welfare reform movement and the implementation of the Family Support Act, such as developing automated data systems to effectively manage caseloads, setting goal-oriented program performance standards, and identifying and sharing effective initiatives between states. The fourth section suggests that HHS provide states with greater flexibility in using government funds to prevent child abuse through early intervention and that a national foster care system be developed to provide outcome-oriented data on child welfare services. The final section proposes that an agency-wide system for tracking regulation development be implemented in the Food and Drug Administration to improve agency effectiveness and better allocate existing resources. Out of Harm's Way explores the following four critical aspects of the system and presents a specific change in each that would lead to lasting improvements. - Deciding who is the client. Child welfare systems attempt to balance the needs of the child and those of the parents, often failing both. Clearly answering this question is the most important, yet unaddressed, issue facing the child welfare system. - Decisions. The key task for a caseworker is not to provide services but to make decisions regarding child abuse and neglect, case goals, and placement; however, practitioners have only the crudest tools at their disposal when making what are literally life and death decisions. - The Perverse Incentive. Billions of dollars are spent each year to place and maintain children in out-of-home care. Foster care is meant to be short-term, yet the existing federal funding serves as a perverse incentive to keep children in out-of-home placements. - Aging out. More than 20,000 youth age out of the foster care system each year, and yet what the system calls "emancipation" could more accurately be viewed as child neglect. After having spent months, years, or longer moving from placement to placement, aging-out youth are suddenly thrust into homelessness, unemployment, welfare, and oppressive disadvantage. The chapters in this book offer a blueprint for reform that eschews the tired cycle of a tragedy followed by outrage and calls for more money, staff, training, and lawsuits that provide, at best, fleeting relief as a new complacency slowly sets in until the cycle repeats. If we want, instead, to try something else, the changes that Gelles outlines in this book are affordable, scalable, and proven.

Book excerpt: Focusing on the range of child welfare, health, juvenile justice, child development, recreation, and family support services currently provided to children in the United States, this report of the Committee on Child Development Research and Public Policy assesses and provides recommendations concerning research on children's services and service provision. The first section of the report provides a historical review of the development of and research on children's services. The second section presents three examples of how enlarging the frame of reference for studying children's services brings into question and shifts the terms of policy debate. Examples discussed are child care, services for youth (adolescent) development, and the costs and benefits of financing children's services. In the committee's view, the dozens of specialized perspectives now employed by researchers and service providers constitute an insufficient basis for the formation of a social policy. It is recommended that research on children's services, as well as the services themselves, adopt a holistic conceptualization of the child and investigate how children actually live and manage their lives. It is further recommended that present research and service provision be continued, but be redesigned, redirected, and reformed to provide greater affordable benefits to children. Innovations in the existing array of children's services are suggested. (Author/RH)
