Specifically, the chapters address acute illness and undernutrition in children, principally under age 5. It also covers maternal mortality, morbidity, stillbirth, and influences to pregnancy and pre-pregnancy. Volume 3 focuses on developments since the publication of DCP2 and will also include the transition to older childhood, in particular, the overlap and commonality with the child development volume. The DCP3 evaluation of these conditions produced three key findings: 1. There is significant difficulty in measuring the burden of key conditions such as unintended pregnancy, unsafe abortion, nonsexually transmitted infections, infertility, and violence against women. 2. Investments in the continuum of care can have significant returns for improved and equitable access, health, poverty, and health systems. 3. There is a large difference in how RMNCH conditions affect different income groups; investments in RMNCH can lessen the disparity in terms of both health and financial risk.

As Brianna Theobald illustrates, the federal government and local authorities have long sought to control Indigenous families and women's reproduction, using tactics such as coercive sterilization and removal of Indigenous children into the white foster care system. But Theobald examines women's resistance, showing how they have worked within families, tribal networks, and activist groups to confront these issues. Blending local and intimate family histories with the histories of broader movements such as WARN (Women of All Red Nations), Theobald links the federal government's intrusion into Indigenous women's reproductive and familial decisions to the wider history of eugenics and the reproductive rights movement. She argues convincingly that colonial politics have always been--and remain--reproductive politics. By looking deeply at one tribal nation over more than a century, Theobald offers an especially rich analysis of how Indigenous women experienced pregnancy and motherhood under evolving federal Indian policy. At the heart of this history are the Crow women who displayed creativity and fortitude in struggling for reproductive self-determination.

Book excerpt: "Baby safe haven" laws, which allow a parent to relinquish a newborn baby legally and anonymously at a specified institutional location--such as a hospital or fire station--were established in every state between 1999 and 2009. Promoted during a time of heated public debate over policies on abortion, sex education, teen pregnancy, adoption, welfare, immigrant reproduction, and child abuse, safe haven laws were passed by the majority of states with little contest. These laws were thought to offer a solution to the consequences of unwanted pregnancies: mothers would no longer be burdened with children they could not care for, and newborn babies would no longer be abandoned in dumpsters. Yet while these laws are well meaning, they inadequately address the social injustices that compel abandonment for the very small number of girls and women who abandon their newborns. Advocates of safe haven laws target teenagers, women of color and poor women in particular with safe haven information under the assumption that they cannot offer good homes for their children. Laury Oaks argues that the labeling of certain kinds of women as potential "bad" mothers who should consider anonymously giving up their newborns for adoption into a "loving" home should best be understood as an issue of reproductive justice. Safe haven discourses promote narrow images of who deserves to be a mother and reflect restrictive views on how we should treat women experiencing an unplanned pregnancy.

Yet even as Black reproduction has been deployed to resolve the conflicting demands of white supremacy, capitalism, and heteropatriarchy, Sara Clarke Kaplan argues that it also holds the potential to destabilize the oppressive systems it is supposed to maintain. The Black Reproductive convenes Black literary and cultural studies with feminist and queer theory to read twentieth- and twenty-first-century texts and images alongside their pre-emancipation counterparts. These provocative, unexpected couplings include how Toni Morrison’s depiction of infanticide regenders Orlando Patterson’s theory of social death, and how Mary Prince’s eighteenth-century fugitive slave narrative is resignified through the representational paradoxes of Gayl Jones’s blues novel Corregidora. In recent decades, changes in social norms and public policy as well as advances in reproductive technologies and the development of markets for procreation and care have radically expanded definitions of motherhood. But while maternity has become a matter of choice for more women, the freedom to make reproductive decisions is unevenly distributed. Restrictive policies, socioeconomic disadvantages, cultural mores, and discrimination force some women into motherhood and prevent others from caring for their children. Reassembling Motherhood brings together contributors from across the disciplines to consider the transformation of motherhood as both an identity and a role. It examines how the processes of bearing and rearing a child are being restructured as reproductive labor and care work change around the globe. The authors examine issues such as artificial reproductive technologies, surrogacy, fetal ultrasounds, adoption, nonparental care, and the legal status of kinship, showing how complex chains of procreation and childcare have simultaneously generated greater liberty and new forms of constraint. Emphasizing the tension between the liberalization of procreation and care on the one hand, and the limits to their democratization due to race, class, and global inequality on the other, the book highlights debates that have emerged as these multifaceted changes have led to both the fragmentation and reassembling of motherhood.
