Book excerpt: North Carolina has been a leader in the South and the nation since 1775, when it became "First in Freedom" by calling for its independence from British rule. Throughout its history, the state has had a reputation as a progressive force. This book offers both an assessment and an examination of the realities of the state's leadership. Analyzing a wide range of political actors and organizations, which includes the state legislature, the governor and executive branch, the judiciary, political parties, interest groups, and the media, Fleer illuminates North Carolina's rich political history, its evolving constitutional order, and its changing political culture. Although revealing a pattern of elitist paternalism in the state's political history, the book illustrates a parallel pattern of popular participation and control. Major forces of change are increasingly defining the state. These transitional factors include a significant biracial electorate, a stratified society, a diverse electorate, increasingly varied and mobilized political interest groups, a competitive political party system, and a more representative political leadership. New challenges to the state's future development are its aging population, the preparedness of its work force, the globalization of its economy, the protec-tion of its natural resources, and the education of its children for the next century. Each new political debate, policy choice, and election reminds North Carolinians of their fundamental challenge: establishing a government by enlightened and effective popular consent. Jack D. Book excerpt: The International Atomic Energy Agency estimates that nuclear power generation facilities produce about 200,000 cubic meters of low and intermediate-level waste each year. Vital medical procedures, industrial processes and basic science research also produce significant quantities of waste. All of this waste must be shielded from the population for extended periods of time. Finding suitable locations for disposal facilities is beset by two main problems: community responses to siting proposals are generally antagonistic and, as a result, governments have tended to be reactive in their policy-making. Decision-making and Radioactive Waste Disposal explores these issues utilizing a linear narrative case study approach that critically examines key stakeholder interactions in order to explain how siting decisions for low level waste disposal are made. Five countries are featured: the US, Australia, Spain, South Korea and Switzerland. This book seeks to establish an understanding of the political, economic, environmental, legal and social dimensions of siting across those countries. This valuable resource fills a gap in the literature and provides recommendations for future disposal facility siting efforts. The book will be of interest to students and scholars of environmental law, justice, management, politics, energy and security policy as well as decision-makers in government and industry.

Book excerpt: In the 1960s, the mainstream Protestant churches responded to an urgent need by becoming deeply involved with the national black community in its struggle for racial justice. The National Council of Churches (NCC), as the principal ecumenical organization of the national Protestant religious establishment, initiated an active new role by establishing a Commission on Religion and Race in 1963. Focusing primarily on the efforts of the NCC, this is the first study by an historian to examine the relationship of the predominantly white, mainstream Protestant Churches to the Civil Rights movement. Drawing on hitherto little-used and unknown archival resources and extensive interviews with participants, Findlay documents the churches' committed involvement in the March on Washington in 1963, the massive lobbying effort to secure passage of the Civil Rights Act of 1964, their powerful support of the struggle to end legal segregation in Mississippi, and their efforts to respond to the Black Manifesto and the rise of black militancy before and during 1969. Findlay chronicles initial successes, then growing frustration as the events of the 1960s unfolded and the national liberal coalition, of which the churches were a part, disintegrated. While never losing sight of the central, indispensable role of the African-American community, Findlay's study for the first time makes clear the highly significant contribution made by liberal religious groups in the turbulent, exciting, moving, and historic decade of the 1960s.
