Book excerpt: This report presents the results of the Department of Defense review of the conduct of Operation Allied Force and associated relief operations as required by Congress. The first and most important lesson learned from Operation Allied Force is that it was extraordinarily successful. Slobodan Milosevic[alpha]s ethnic cleansing of Kosovo was reversed. Allied Force was the largest combat operation in NATO[alpha]s history and one that achieved all of its military objectives. It forced Milosevic to withdraw his forces from Kosovo, allowing nearly a million refugees to return home. Of equal note, Allied Force was the most precise military operation ever conducted. No military operation of such size has ever inflicted less damage on unintended targets. And all of this was accomplished without a single combat fatality to NATO forces 2 an incredible and unprecedented achievement for an operation of this scale. At the end of all our effort, Milosevic and his police and military forces were out of Kosovo, a NATO-led peacekeeping force had deployed there, and the refugees were able to return.

The campaign highlighted the growing gap between U.S. military capabilities and those of Europe, the potential consequences of joining a limited-objective operation that expands to undesirable proportions and duration, the absence of consensus both within the U.S. military and the Alliance on the best use of air power, the vulnerabilities of a multimember military coalition engaged in an essentially humanitarian operation facing an adversary fighting for its survival, and the limitations inherent in a fight-and-negotiate strategy that left an unrepentant adversary in power. The report concludes that the European allies can expect continued emphasis on the Defense Capabilities Initiative, a U.S. plan adopted by NATO that stresses the need for all NATO forces to be interoperable, deployable, and sustainable. Furthermore, the Europeans must reverse recent trends of defense reductions and invest more in order to realize major improvements in defense capabilities.

Analyzing a broad range of recent case studies—Pakistan's development of nuclear weapons, North Korea's defiance of U.N. watchdogs, Russia's transfer of nuclear and missile technology to Iran and China's to Pakistan, the Soviet biological warfare program, weapons inspections in Iraq, and others—the authors find that intelligence collection and analysis relating to WMD proliferation are becoming more difficult, that policy toward rogue states and regional allies requires difficult tradeoffs, and that using military action to fight nuclear proliferation presents intractable operational challenges. And once it became necessary to use force, did NATO adopt a sound strategy to achieve its aims of stabilizing Kosovo? In this first in-depth study of the Kosovo crisis, Ivo Daalder and Michael O'Hanlon answer these and other questions about the causes, conduct, and consequences of the war. Based on interviews with many of the key participants, they conclude that notwithstanding important diplomatic mistakes before the conflict, it would have been difficult to avoid the Kosovo war. That being the case, U.S. and NATO conduct of the war left much to be desired. For more than four weeks, the Serbs succeeded where NATO failed, forcefully changing Kosovo's ethnic balance by forcing 1.5 million Albanians from their home and more than 800,000 from the country. Had they chosen to massacre more of their victims, NATO would have been powerless to stop them. In the end, NATO won the war by increasing the scope and intensity of bombing, making serious plans for a ground invasion, and moving diplomacy into full gear in order to convince Belgrade that this was a war Serbia would never win. The Kosovo crisis is a cautionary tale for those who believe force can be used easily and in limited increments to stop genocide, mass killing, and the forceful expulsion of entire populations. Daalder and O'Hanlon conclude that the crisis holds important diplomatic and military lessons that must be learned so that others in the future might avoid the mistakes that were made in this case.
