Book excerpt: Industrial policy is tainted with bad reputation among policymakers and academics and is often viewed as the road to perdition for developing economies. Yet the success of the Asian Miracles with industrial policy stands as an uncomfortable story that many ignore or claim it cannot be replicated. Using a theory and empirical evidence, we argue that one can learn more from miracles than failures. We suggest three key principles behind their success: (i) the support of domestic producers in sophisticated industries, beyond the initial comparative advantage; (ii) export orientation; and (iii) the pursuit of fierce competition with strict accountability.

Book excerpt: NASA's Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The second workshop, which is the summarized in this report, focused on the interrelationship between government, industry, and academia in the development of technology. Examples from Defense Advanced Research Projects Agency, the Department of Defense, and the National Science Foundation were covered in order to discuss best practices of such cooperative efforts as possible lessons for NASA's space exploration activities.

Does empirical evidence support the use of industrial policy for correcting market failures that plague the process of industrialization? To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.
