Book excerpt: Excerpt from Report on Strikes and Lockouts in Canada, From 1901 to 1912 Sir, - I have the honour to submit a report on strikes and lockouts in Canada, covering the period 1901-12. The report presents a statement, compiled from the records of the department, giving certain particulars concerning all strikes and lockouts which, so far as the department has been able to learn, occurred in Canada from the beginning of to the end of 1912. The record is set forth year by year and, in addition, the statistics for the decade 1901-10 have been tabulated for quinquennial periods, so that comparison may be more conveniently made with reports for equal periods in later Canadian records and with equal periods in the case of other countries where records may be kept. The information contained in the present report may be briefly summed up thus The strikes for the twelve years 19 01-12 have numbered an average of 110 annually. (2) The employees concerned in these strikes have numbered (3) The time lost in strikes during> the twelve years, 1901-12, falls somewhat under nine million days, the annual average being about three-quarters of a million days. Estimating the value in round terms of one day's labour at the annual loss to the country may be placed at about a total estimated loss for the twelve-year period of between twenty-two and twenty-three million dollars. In 61 per cent of the disputes in the period '1911-1915, less than one hun dred employees were involved (table III). There were 10 disputes in which the time loss was days or upwards, and these disputes accounted for almost 70 per cent of the total time' loss for the period (table IV). The majority of the disputes were also of short duration; almost 30 per cent of the disputes in the period 1911-1915 existed for less than five days and 57 per cent endured not more than twenty days (table V). The Tenth Annual Report related to the same subject from January 1, 1887, to June 30, 1894, While the Third Annual gave an account of strikes and lockouts occurring in this country from January 1, 1881, to December 31, 1886. The Third and the Tenth Annual Reports are now out of print. All the salient facts, however, in these have been consolidated and reproduced in the Sixteenth Annual Report, thus giving a connected collection of statistics of strikes and lockouts for a period of twenty years - from January 1, 1881, to December 31, 1900. There have also been included in this present report the most valuable parts of the Third Annual Report relating to decisions of courts and legislation of the various States concerning strikes and lockouts, conspiracies, boycotts, and other features of labor contro versies, thoroughly revised and brought down to date. It is thought much better to bring forward this matter than to reprint the bulky reports of the past. There has also been included in this report a statement of strikes and lockouts in foreign countries. There has been some departure in the methods of compilation. It has been thought wise to omit the detailed statistics of individual disturbances, giving in the report only the important summarized statements. Book excerpt: Excerpt from Report on Strikes and Lock-Outs and on Conciliation and Arbitration Boards in the United Kingdom in 1913: With Comparative Statistics The present Report is the twenty-sixth of a series of Annual Reports issued by the Department dealing with Strikes and Lock-outs, and with the work of voluntary Conciliation and Arbitration Boards in the United Kingdom. As soon as the Department is aware of the existence of a strike or lock-out, schedules' are sent out both to the employers, or their representatives, and to representatives of the workpeople in volved, and information is thus obtained first-hand while the facts are fresh in the minds of the parties concerned. Throughout the Report a distinction is drawn between work people directly and indirectly involved in disputes. The former are those who actually struck work or were locked out, while the latter are those thrown out of work at the establishments where the disputes Occurred, though not themselves parties to the disputes. It is impracticable to state the number of workpeople who were thrown out of work, or whose employment was curtailed, at other establishments or in other industries than those in which a dispute occurred. The aggregate duration of a dispute is an estimate of the total number of working days lost owing to', tl1e dispute at the establish ment or establishments where it occurred, and is ascertained by multiplying the total number of workpeople directly and indirectly involved (as above defined) by the number of working days from the beginning to the end of the strike or lock-out; allowance being made for any increase or diminution in the number involved, owing to the extension of the dispute on the one hand, or to the gradual replace ment of the workpeople involved, or to their finding work elsewhere, on the other. Small disputes involving less than 10 workpeople altogether, or lasting less than one day, are not included in the statistics, unless their aggregate duration exceeds 100 days.
