Book excerpt: DLA records showed that during FY 1997, field organizations returned at least 458,521 DLA-managed items that were valued at about $427 million to the 21 distribution depots. Our overall objective was to evaluate whether field organizations returned DLA-managed items to the distribution depots in accordance with DoD policy. We also evaluated applicable management controls. During FY 1997, 114,057 (about 25 percent) of the 458,521 DLA-managed items that Military Department field organizations returned to the 21 distribution depots were not authorized for return by DLA Inventory Control Points. As a result, DLA incurred unnecessary processing costs and lost approximately $2.2 million annually because it did not bill the Military Departments for unauthorized returns. Also, the quality and efficiency of distribution operations were adversely affected. The recommendations in this report, if implemented, will improve management controls, result in more efficient distribution operations, and improve the reporting of inventory and revenue in the financial statements of the DLA Working Capital Fund. We recommend that the Director, DLA, identify the Military Department organizations that are making unauthorized returns to the distribution depots and provide them with additional guidance on DoD policy for materiel returns. We also recommend that the Director, DLA, begin billing the Military Departments for unauthorized returns.

Book excerpt: Pursuant to a congressional request, GAO examined the Army's efforts in returning assets in need of repair to reduce procurement costs and improve military readiness, focusing on whether the: (1) Army has bought additional assets or cancelled repairs because it has not met its return-rate goal; (2) Army's reported return rate accurately reflects the actual rate of return; (3) Army's goal to return 85 percent of assets that need repair was established to maximize savings and efficiency; and (4) Army's efforts to improve rates of return will strengthen its materiel returns program. GAO found that: (1) the Army is purchasing additional assets and reducing the quantity of assets scheduled for repair because returns are not meeting its minimum goal; (2) four of the Army's six inventory control points were buying between $369 million and $815 million of assets that would not have been necessary if returns had been at the 85-percent goal; (3) one inventory control point, the Army Missile Command, improved returns management by identifying items with low returns and requiring item managers to determine the causes and report on the actions taken to improve them, visiting users to reinforce the need to promptly turn in reparable assets, and providing monthly management updates on the progress in improving rates; (4) the Army reported a return rate of 75 percent for fiscal year 1990, but this figure does not accurately reflect the program's effectiveness, since the return-rate goal was based on computations of historical rates without a detailed analysis of what the rate should be; and (5) the Army does not yet have a materiel returns program that optimizes its goal to reduce inventory costs and maximize military readiness.

Book excerpt: A review was undertaken of the way the Army removes invalid demands, representing unsuccessful attempts by customers to cancel orders, from its demand database. Currently, the Army's wholesale supply system's procedures reduce demands in the database by crediting the amount of serviceable materiel customers return. However, the automated system at each inventory control point can be set to limit or prevent serviceable returns from initiating demand reductions in the system's database. Moreover, the U.S. Army Materiel Development and Readiness Command (DARCOM) has given the inventory control points blanket authority to use these limitations without prior notice or approval. On the basis of an analysis of 115,000 returns of serviceable materiel from the field to DARCOM inventory control points, GAO estimated that in 1978 the Army wholesale inventory managers received $1 06.2 million of serviceable returns for demand-supported items. However, because four of the five inventory control points imposed limitations on the use of serviceable returns to offset demands, serviceable returns worth millions of dollars were not used to reduce the demand base. Moreover, if the returned materiel had been used to offset past demands the Army could have avoided inventory procurement and repair costs estimated at tens of millions of dollars.

Book excerpt: GAO surveyed the Army's serviceable returns to the wholesale supply level to determine the degree of compliance with the recommendations in a previous report. The Department of Defense (DOD) had concurred with that report's recommendation that the Army reduce projected requirements for materiel by the full amount of forecasted returns of serviceable materiel. DOD directed the Army to review the procedures that establish an offset to demands through serviceable returns at the inventory control points (ICP) and ensure that the policy was followed. GAO found that, as a result of forecasted serviceable returns, the rate of offset demands remained low. The Army's excess serviceable materiel is either returned to the wholesale supply level or disposed of locally. The Army Materiel Command (AMC) established limits on the serviceable return rate that ICP's could use to offset the demand history by directing that any ICP that used a maximum rate exceeding 20 percent was to furnish its rationale for doing so. An AMC study concluded that: (1) using the returns to offsets demand history did not improve the forecast of future net demands; and (2) a forecast which offsets returns would cost less but would result in a lower supply performance. However, the GAO study did not show either of these results. GAO found that nearly 50 percent of the reported serviceable materiel is accepted by the wholesale supply activities; however, these returns are recorded as assets on hand and receive limited consideration in forecasting requirements which results in unnecessary procurements.
