Book excerpt: The purpose of this report is to present the findings of the Department of Defense review of general and flag officer requirements. In June 1966, the Assistant Secretary of Defense (Manpower) appointed a military study group to review all requirements for general/flag officers within and outside of the Department of Defense. The major objectives of this review were to determine the total national requirement for such officers and to evaluate the adequacy of present authorizations to meet these requirements. The Study Group reviewed a total of 1991 requirements submitted by the military services, the JCS, and the OSD. The Study Group found 1620 to be valid requirements of which 42 were identified as unique requirements which should be excluded from accountability against general/flag officer authorizations. In addition, it was found that the requirements of the health, legal and religious specialties could not be determined in precisely the same terms as pure military requirements and the Study Group, therefore, developed separate authorization tables, based on the officer population of these specialties, which, at projected 30 June 1968 strengths, would authorize a maximum of 105 general/flag officers for these specialties. Thus, the Study Group determined that the national requirement for general/flag officers is 1683 (1620 minus 42 plus 105). This number exceeds present legal authorizations. (Author).

I will discuss the process DoD and the services used to do their respective studies and areas where we believe the resulting draft DoD report and recommendations could be improved. DoD's draft report asks for more new active and reserve component general and flag officer positions above their current authorizations. I should stress the recommendations are preliminary and do not represent DoD's official position at this time. Most of my remarks will deal with the results of the study of active component requirements. DoD has delayed release of its draft report until sometime after the release of the Quadrennial Defense Review (QDR) report, which is scheduled for May 15,1997. We hope DoD views the delay as an opportunity to adjust its draft report to address our concerns. With that introduction, let me provide a brief overview of those concerns and then go back and discuss each of them in a little more detail. We have three concerns about DOD'S draft report recommendations. We are concerned that (1) actual requirements are unknown since the service secretaries adjusted their respective service study recommendations on general and flag officer requirements without explanation, (2) 35 general and flag officer requirements were counted twice when OSD developed its draft consolidated recommendations, and (3) the service studies did not fully consider the potential to convert military positions to civilian positions that may not be military essential.

Book excerpt: Congress has recently expressed concern that the current tenure system for developing general and flag officers does not effectively prepare them for handling increasing levels of responsibility and for performing with maximum efficiency at each level of assignment. This report assesses the continued appropriateness of mandatory retirement of general and flag officers after 35 years. It focuses on the value of extending tenure, specifically examining promotions, number of assignment, and career length. The study discusses two types of consequences resulting from such an extension. Systemic results of longer service lead to fewer promotions and fewer rising to the highest grades, but increased stability and experience. Career-path consequences indicate more depth or breadth of experience could result for officers. The appropriateness of continued mandatory retirement after 35 years depends, finally, on objectives. If the objective is rapid career-path movement to positions of responsibility, the 35-year limit accomplishes this. If the goal is more experienced officers and greater stability, removing the limit seems best. Decision makers will need to decide which objective is most important.
