The atmosphere there stimulated my interest in the increasing importance of the instimtional dimension of development administration. Since the smdy consists of both theoretical and empirical data, a large number of very different people have helped me to successfully complete the project. For the theoretical parts and the overall framework I am indebted to my advisor Prof. Bruno Knall, Dr. Hans Christoph Rieger, and my colleague Karl Ludwig Brockmann of the Department of Development Economics. I also want to express my gratimde to Bernhard Warkentin, Micheline Beaudry-Somcynsky, Dr. Kraft, Prof. Seifert, Prof. Rifkin, Prof. Liesegang, and Prof. Kieser, who offered useful advice on the overall framework of the smdy. Book excerpt: "The Transformation of Capacity in International Development" exposes the transformation of capacity within the development discourse through a discursive analysis of USAID projects in Afghanistan and Pakistan between 1977 and 2017. As development agendas increasingly call for human rights approaches to development and the foreign policies of donor states sound alarms over global security threats, capacity development has emerged as the solution to the complex problem of development. Through this examination of USAID’s attempts to build capacity in Afghanistan and Pakistan, the book exposes how Western notions of progress, constructed by institutions, government offcials, scholars and private sector actors, are obscured by the transformation of capacity. As agendas are translated into projects, they perpetuate historical relationships of global inequality that have corrupted and compete with indigenous models of governance. The Transformation of Capacity in International Development has implications for those considering the future of human rights–based approaches to development, the international management of global security threats and the sustainability of donor investments.

The first chapters discuss issues of sustainability in higher education, namely the role of universities in promoting sustainability and the emergent fields of sustainability science and education for sustainable development and how to integrate and motivate sustainability into the university. Book excerpt: Integrated Water Resources Management (IWRM) has in recent years captured the attention of policy makers and policy analysts. A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.
