Political and economic factors are often in conflict over which language to use for basic education and how it should be taught. There is increasing pressure on the resources available for using literacy in coping with the rapid populationincrease, the spread of disease, and poor development.The editors and contributors to this volume are members of The International Group for the Study of Language Standardization and the Vernacularization of Literacy (IGLSVL), with unrivalled direct personal experience of literacy and language problems in the second half of the twentieth century. Thecontributors take the UNESCO publication, The Use of Vernacular Languages in Education, as their starting point. Published in 1953, this work was optimistic about the future of literacy. The contributors assess the nature and significance of the events that have taken place since then, providing aglobal overview. The discussions are supported by case-studies of campaigns to promote vernacular languages and examples of how people relate to their languages in different cultures. Most importantly, they question traditional notions of, and provide a non-Western perspective on, the uses and valueof literacy.

In developing the program, it was recognised that students in remote and very remote schools faced diverse barriers to learning that were There are two key and inter-related aspects to the methodology driving this evaluation. First, FLFRPSP is educational reform in heterogeneous and complex contexts, and this complexity needs to be factored in to what data is collected, how this data is collected, and how this data is analysed and interpreted. Second, the evaluation takes a longitudinal view, and in so doing considers the data examined in this report as having utility in the current discussion regarding the program, but also having utility as the foundation for ongoing monitoring and evaluation of the program over time. These two concepts are inter-related because educational reform in any complex environment takes time and deserves time. Evaluation plays a critical role in the provision of this time by future-proofing monitoring systems and developing measurement models that are sustainable and where possible standardised so that relevant analysis can be compared over time and in a meaningful way. Book excerpt: In August 2010, the Government of Vanuatu carried out early grade reading baseline assessments in English and Francophone schools with financial support from local education partners and technical assistance from the World Bank. The results of the Vanuatu Early Grade Reading Assessment (VANEGRA) are cause for concern. French language findings show that while most students develop some fundamental skills in grade levels 1, 2 and 3, by the end of grade 3, less than 1 in 4 students are able to develop fluency in reading to understand most of the text they read. The VANEGRA survey also collected data on the attributes of students, teachers and schools. Factors that were shown to be predictors of better reading performance in the early grades include: speaking French at home, owning the school textbook, having literate parents, having books at home, reading at school and at home, attending kindergarten, doing homework, and receiving help from a family member to do homework. Neither teacher experience nor in-service training showed statistical effects on student reading outcomes and two types of certification showed negative and statistically significant effects on student outcomes both in reading fluency and comprehension. VANEGRA also asked about use of seven reading instructional activities. Students who were never asked to learn the meaning of new words or practice grapheme sound correspondences showed negative and statistically significant effects. Conversely, students who were assigned reading daily in their own school time showed positive and statistically significant results. Lastly, VANEGRA asked about teacher expectations for students' reading performance. Interestingly, the fact that some teachers allowed students to consolidate some reading skills later than the median expectation was associated with better and statistically significant results. Based on the analysis presented, recommendations for improved reading instruction and greater parental involvement are presented at the end of the report.

The scale and scope of the Handbook is such that the articles included in it provide substantive contributions to knowledge and understanding of education in the Asia region. In so doing, the articles present the problems and issues facing education in the region and the findings of research conducted within the region that contribute to the resolution of these problems and issues. Moreover, since new problems and issues are constantly arising, the articles in the Handbook also indicate the likely directions of future developments. The different articles within the Handbook seek to conceptualize the problems in each specific content area under review, provide an integration of the research conducted within that area, the theoretical basis of the research the practical implications of the research and the contribution of the research towards the resolution of the problems identified. Thus, the articles do not involve the reporting of newly conducted research, but rather require a synthesis of the research undertaken in a particular area, with reference to the research methods employed and the theoretical frameworks on which the research is based. In general, the articles do not advocate a single point of view, but rather, present alternative points of view and comment on the debate and disagreements associated with the conduct and findings of the research. Furthermore, it should be noted, that the Handbook is not concerned with research methodology, and only considers the methods employed in inquiry in so far as the particular methods of research contribute to the effective investigation of problems and issues that have arisen in the conduct and provision of education at different levels within the region.

Book excerpt: The NSW Department of Education and Communities commissioned the Student Engagement and Program Evaluation Bureau (SEPEB) to conduct a program evaluation of Reading to Learn, a whole-class program designed to improve literacy for primary school students. Reading to Learn is one of several programs offered to schools for implementation under the National Partnership on Literacy and Numeracy (NPLN). The evaluation: assesses the effectiveness of the program; assesses the extent to which the program achieves its goals in an efficient manner and where applicable, addresses the mandatory reform elements of the National Partnership on Literacy and Numeracy, (which are: effective and evidence-based teaching of literacy and numeracy; strong school leadership and whole-school engagement with literacy and numeracy; and monitoring student and school literacy and numeracy performance to identify where support is needed); assesses the extent to which the program has improved the educational outcomes of Aboriginal students; and investigates the most effective ways for schools to be supported to participate in the evaluation and for the reforms to be incorporated into school practice.
