The committee are gratified to find this 'charity to our people and credit to the State' in so prosperous a condition, considering the exigencies of these troublous times." (Page [1]) The report includes names and salaries of officers and employees, and the names of directors (which are elected by the General Assembly). The report is signed by James G. Ramsay, Ch'm, December 16, 1862.
