The working group considered a range of issues including: a brief review of the process of preparation of the first report on The State of the World’s Aquatic Genetic Resources for Food and Agriculture; (SoWAqGR); the preparation of a GPA on AqGR (GPA); the development of a global information system on aquatic genetic resources including a registry of farmed types; the development of a strategic approach to work on AqGR at FAO; and reviewed its terms of reference (ToR) and update its workplan. A series of recommendations were made to FAO and to the Committee on Fisheries’ sub-committee on aquaculture.

Book excerpt: The conservation, sustainable use and development of aquatic genetic resources (AqGR) is critical to the future supply of fish. The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. The Report represents a snapshot of the present status of AqGR and forms a valuable technical reference document, particularly where it presents standardized key terminology and concepts.

The Committee reviewed the issues of an international character and the FAO programme in fisheries and aquaculture, and their implementation. The Committee, while stressing the high value of the State of World Fisheries and Aquaculture as a flagship publication, recommended that FAO should provide more support to countries in data collection and quality control, as well as consider a simpler classification of stock status. The Committee expressed strong support for the standards and norms of the Code of Conduct for Responsible Fisheries and its related instruments and agreed on further effort to facilitate their accessibility and more effective implementation. The Committee agreed on the development of best practice guidelines for traceability. The Committee reiterated its support to FAO's collaboration with the Convention on International Trade in Endangered Species of Wild Faun

It was atttended by 51 members of FAO and by observers from six intergovernmental and four international non-governmental organizations. Several working documents were presented by the Secretariat for information, discussion and decision by the Sub-Committee. The Sub-Committee approved the draft terms of reference for an advisory working group on aquatic genetic resources and technologies and the draft evaluation framework assessing conformity of public and private certification schemes with the FAO technical guidelines on aquaculture certification. A special event on strengthening international cooperation for accelerating sustainable aquaculture development was also held. This document contains the report of the session adopted by the Sub-Committee.

Book excerpt: This book analyses how protecting the rights of local communities can contribute to the alleviation of ecological harms through the development of an innovative 'Rights for Ecosystem Services' framework. Ecosystem services describe the range of social, ecological, and economic benefits that people obtain from nature. Recognising the role of local communities, and criticizing the very use of the term services, this book draws on arguments for the rights of nature. Against a market approach to nature conservation it thereby transforms the current 'Payments for Ecosystem Services' framework into a unique 'Rights for Ecosystem Services' framework. With reference to a case study from Sicily, the book develops such a framework as a crucial means through which the environmental role of local communities can be recognised, protected, and fostered. Employing insights from a range of disciplines, this book will appeal to scholars working in the areas of environmental law, legal theory, political philosophy, human rights, and environmental studies, as well as others with practical concerns in the fields of conservation science and local communities' rights.

Book excerpt: Genetically engineered organisms (GEOs) have been under development for more than 20 years while GE crops have been grown commercially during the last decade. During this time, a number of questions have cropped up concerning the potential consequences that certain GEOs might have on natural or managed ecosystems and human health. Interest in developing methods to confine some GEOs and their transgenes to specifically designated release settings has increased and the success of these efforts could facilitate the continued growth and development of this technology. Biological Confinement of Genetically Engineered Organisms examines biological methods that may be used with genetically engineered plants, animals, microbes, and fungi. Bioconfinement methods have been applied successfully to a few non-engineered organisms, but many promising techniques remain in the conceptual and experimental stages of development. This book reviews and evaluates these methods, discusses when and why to consider their use, and assesses how effectively they offer a significant reduction of the risks engineered organisms can present to the environment. Interdisciplinary research to develop new confinement methods could find ways to minimize the potential for unintended effects on human health and the environment. Need for this type of research is clear and successful methods could prove helpful in promoting regulatory approval for commercialization of future genetically engineered organisms.
