Book excerpt: The twentieth century has seen two great waves of African American migration from rural areas into the city, changing not only the country’s demographics but also black culture. In her thorough study of migration to Houston, Bernadette Pruitt portrays the move from rural to urban homes in Jim Crow Houston as a form of black activism and resistance to racism. Between 1900 and 1950 nearly fifty thousand blacks left their rural communities and small towns in Texas and Louisiana for Houston. Jim Crow proscription, disfranchisement, acts of violence and brutality, and rural poverty pushed them from their homes; the lure of social advancement and prosperity based on urban-industrial development drew them. Houston’s close proximity to basic minerals, innovations in transportation, increased trade, augmented economic revenue, and industrial development prompted white families, commercial businesses, and industries near the Houston Ship Channel to recruit blacks and other immigrants to the city as domestic laborers and wage earners. Using census data, manuscript collections, government records, and oral history interviews, Pruitt details who the migrants were, why they embarked on their journeys to Houston, the migration networks on which they relied, the jobs they held, the neighborhoods into which they settled, the culture and institutions they transplanted into the city, and the communities and people they transformed in Houston.

U.S. operations in these two countries became the second- and fourth-largest in the world, creating migration links that resulted in the emergence of American universities, such as the University of Houston, as immigration hubs for the highly selective, student-led South Asian migration stream starting in the 1950s. By the late twentieth century, Houston's South Asian community had become one of the most prosperous in the metropolitan area and one of the largest in the country. Mining archives and using new oral histories, Uzma Quraishi traces this pioneering community from its midcentury roots to the early twenty-first century, arguing that South Asian immigrants appealed to class conformity and endorsed the model minority myth to navigate the complexities of a shifting Sunbelt South. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.

But in late 2001 U.S. policymakers and corporate leaders found themselves facing the largest corporate accounting scandals in American history. The spectacular collapses of Enron and Worldcom—as well as the discovery of accounting irregularities at other large U.S. companies—seemed to call into question the efficacy of the entire system of corporate governance in the United States. In response, Congress quickly enacted a comprehensive package of reform measures in what has come to be known as the Sarbanes-Oxley Act. The New York Stock Exchange and the NASDAQ followed by making fundamental changes to their listing requirements. The private sector acted as well. Accounting firms—watching in horror as one of their largest, Arthur Andersen, collapsed after a criminal conviction for document shredding—tightened their auditing procedures. Stock analysts and ratings agencies, hit hard by a series of disclosures about their failings, changed their practices as well. Will these reforms be enough? Are some counterproductive? Are other shortcomings in the disclosure system still in need of correction? These are among the questions that George Benston, Michael Bromwich, Robert E. Litan, and Alfred Wagenhofer address in Following the Money. While the authors agree that the U.S. system of corporate disclosure and governance is in need of change, they are concerned that policymakers may be overreacting in some areas and taking actions in others that may prove to be ineffective or even counterproductive. Using the Enron case as a point of departure, the authors argue that the major problem lies not in the accounting and auditing standards themselves, but in the system of enforcing those standards.
