Available in PDF, EPUB and Kindle. Book excerpt: This report, Second Programmatic Public Expenditure Review (PPER 2), is a sequel to PPER, which was published in July 2007. This report is intended to contribute to improving the quality of life in Tajikistan through a comprehensive reform program. It spells out the macroeconomic, energy, and budget reforms necessary to achieve the growth the country seeks and, at the same time (and frequently via the same measures) the social welfare targets of the Millennium Development Goals (MDGs).

Book Public Expenditure Tracking Survey

Download or read book Public Expenditure Tracking Survey written by Weltbank and published by . This book was released on 2013 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The Public Expenditure Tracking Survey (PETS) looked at four components essential to the strengthening and development of the education sector in Afghanistan: 1) the payment of staff salaries; 2) the availability and use of an operations and maintenance (O&M) budget to support administrative teams and schools; 3) the construction of new schools through the Education Quality Improvement Program (EQUIP); and 4) the distribution of textbooks. The overall objective of the PETS is to understand the dynamics of resource flows in the education sector, to articulate a number of recommendations to improve effectiveness of this resource flow and increase the impact of reforms in the education sector in Afghanistan. This first study will focus on key aspects of resource flow: the extent to which public resources reach service-delivery points (schools); the timeliness of that delivery; the type and scale of bottlenecks and anomalies in the system that may result in delay or leakage of inputs to services; the capacity and flexibility available amongst local officials at all levels to address these bottlenecks. The report is organized as follows: section two presents an overview of the financial landscape of education in the country as well as specific profiles of the three provinces and districts where the research was carried out. Section three looks at the issues related to the payment of salaries and wages to teachers. Section four presents the factors that lead to inefficiencies in meeting the O&M needs of schools and provincial offices. Section five presents the state of completion of schools under EQUIPs and analyses the reasons that lead to these in the three provinces. Section six tracks the distribution of textbooks to provinces from the central level to the schools.

Book Anticorruption in the Health Sector

Download or read book Anticorruption in the Health Sector written by Taryn Vian and published by . This book was released on 2010 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: * Brief, readable field guide also suitable for classes in public health and development * Compelling case studies with best practices examples from Africa, Central Europe and South America Corruption is a serious problem for both rich and poor countries, threatening international development and eroding confidence in governments. In the health sector, corruption is literally a matter of life and death: facilities crumble when repair funds are embezzled; fake drugs flood the market with corrupt regulators managing supply, and doctors extorting under-the-table payments from patients fail to provide needed care. Most major development organizations have rewritten their anticorruption strategies in the last five years, hinting that reform is within reach. But these strategies pay little attention to incentives and capacity at the sector level. Those preparing to fight corruption in the health sector have very few resources to guide them until now. Anticorruption in the Health Sector brings practical experience to bear on anticorruption approaches tailored specifically to health. The contributors, all skilled practitioners, address the consequences of different types of corruption and show how agencies can more effectively address these challenges as an integral part of their development work. Both practitioner and classroom-friendly, this book finally addresses a neglected issue that has so much bearing on global health and governance.

Book excerpt: Corruption and poor governance are acknowledged as major impediments to realizing the right to education and to reaching the Millennium Development Goal of universal primary education by 2015. Corruption not only distorts access to education, but affects the quality of education and the reliability of research findings. From corruption in the procurement of school resources and nepotism in the hiring of teachers, to the buying and selling of academic titles and the skewing of research results, major corruption risks can be identified at every level of the education and research systems. Conversely, education serves as a means to strengthen personal integrity and is a critical tool to address corruption effectively. The Global Corruption Report (GCR) is Transparency International’s flagship publication, bringing the expertise of the anti-corruption movement to bear on a specific corruption issue or sector. The Global Corruption Report on education consists of more than 70 articles commissioned from experts in the fields of corruption and education, from universities, think-tanks, business, civil society and international organisations. The Global Corruption Report on education and academic research will provide essential analysis for understanding the corruption risks in the sector and highlight the significant work that has already been done in the field to improve governance and educational outcomes.
