May 19th. 20th and 21st, 1909. More than three hundred members were in attendance as the invited guests of Mr. Albert K. Smiley. Six sessions were held, the proceedings of which - consisting of discussions of the present status of International Arbitration, of an international court, of the education of public opinion, of work in colleges and universities and among business men, and of other allied subjects - are given, nearly in full, in this Report. In recognition of the sentiment mentioned in the preface of the last report, opportunity was provided for discussion of limitation of armaments. References to this subject occur in many of the addresses and in the Platform of the Conference. The management of the Conference, while providing opportunity for free discussion of matters not foreign to the purpose of the meeting, assumes no responsibility for individual opinions printed herein. One copy of this Report is sent to each member of the Conference and several thousand copies are mailed to individuals in public and private life, to libraries and to other institutions.
