Elsewhere on the continent, most departing colonial administrators were succeeded by Western-educated elites. In Swaziland, traditional Swazi leaders managed to establish an absolute monarchy instead, qualified by the author as benevolent and people-centred, a system which they have successfully defended from competing political forces since the 1970s. This book is the first to study the constitutional history of this monarchy. It examines its origins in the colonial era, the financial support it received from white settlers and apartheid South Africa, and the challenges it faced from political parties and the judiciary, before King Sobhuza II finally consolidated power in 1978 with an auto-coup d’état. As Hlengiwe Dlamini shows, the history of constitution-making in Swaziland is rich, complex, and full of overlooked insight for historians of Africa.

Available in PDF, EPUB and Kindle. Book excerpt: From roughly 1818 to 1867, Faku was ruler of the Mpondo Kingdom located in what is now the north-east section of the Eastern Cape, South Africa. Because of Faku’s legacy, the Mpondo Kingdom became the last African state in Southern Africa to fall under colonial rule. When his father died, Faku inherited his power. In a period of intense raiding, migration and state formation, he transformed the Mpondo polity from a loosely organized constellation of tributary groups to a centralized and populous state with effective military capabilities and a prosperous agricultural foundation. In 1830, Faku allowed Wesleyan missionaries to establish a station within his kingdom and they became his main channel of communication with the Cape Colony, and later Natal. Ironically, he never showed any serious inclination to convert to Christianity. From the 1840s to early 1850s, this Mpondo king played a central, yet often understated, role in the British colonization of South Africa. While over the years his territory and power declined, Faku remained quite astute in diplomatic negotiations with colonial officials and used his missionary connections to optimum advantage. Timothy J. Stapleton’s narrative and use of oral history paint a clear and remarkable portrait of Faku and how he was able to manipulate missionaries, neighbours, colonists and circumstances to achieve his objectives. As a result, Faku: Rulership and Colonialism in the Mpondo Kingdom (c.1780-1867) helps illuminate the history of the entire Cape region.

Book excerpt: Robert Thorne Coryndon, born in South Africa in 1870, served twenty-eight years as the top-ranking administrator of African dependencies, a career unmatched by any other British colonial governor. “Governors were expected, through a combination of good sense and good character, to exercise rule over dependent peoples in an honest and impartial manner—an amalgam of liberal values and autocratic methods which lent a certain ambiguity to British imperial rule in Africa and elsewhere.” During his rule in Barotseland (1897–1907) under Cecil Rhodes’ British South Africa Company, Coryndon confronted the problems of establishing a colonial regime; in 1914–1915, during the last seven years of his Swaziland appointment, he served as Chairman of the land commission that delineated the boundaries of African reserves in Southern Rhodesia; as governor of Uganda during a time of rapid economic expansion (1917–1922), he set up legislative and executive councils; and as governor of Kenya (1922–1925) he formed local native councils as an experiment in indigenous administration. This first full-length study of Coryndon is neither a traditional gubernatorial biography of a favoured son of the imperial school nor an ideological history of colonial oppression. Instead Youé sets out to analyze Coryndon’s relationships with African rulers, white settlers, Indian traders, and metropolitan officials in order to assess the impact of his administrations on the territories he governed and to delineate the constraints on proconsular rule.

The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). It assesses progress in 11 challenge areas, including health, food, environment, shared water resources, cities, industry, energy, risk management, knowledge, valuing water and governance. Proposing methodologies and indicators for measuring sustainability, it lays the foundations for regular, system-wide monitoring and reporting by the UN, together with the development of standardized methodologies and data. With its comprehensive maps, glossary, references and coverage of a broad range of themes and examples of real-world river basins, the UN World Water Development Report will no doubt prove to be a most valuable reference work.
