Available in PDF, EPUB and Kindle. Book excerpt: Written by two authors with a wide range of experience in international affairs, this introductory text addresses both the commonalities and diversity of administrative practice around the world, including a succinct but thorough overview of PA in the United States. It combines solid conceptual foundations with strong coverage of nuts-and-bolts "how to" topics, such as personnel management, procurement, and budgeting, and covers both developed countries and developing and transitional economies. The book's chapters are organized into four major sections: government functions and organization; management of government activity; interaction between government and citizens; and prospects of administrative reform. Plentiful illustrations and examples throughout the book, and "What to Expect" sections and discussion questions in each chapter, make this an ideal text for any PA course that takes a global perspective.

Book The Public Service of India

Download or read book The Public Service of India written by Commonwealth Secretariat and published by Commonwealth Secretariat. This book was released on 2004 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public sector reform has moved on apace since the first of the Commonwealth Public Service Country Profile Series was launched in 1995 when the principles of New Public Management (NPM) were in an early stage of adoption. Since then, the various civil services described in the series have undergone radical change in scope, organization and approach rendering a revision timely. Now up dated and completely revised, these re-issued Country Profiles continue to be an accessible and valuable source of reference which attempt to both describe and analyze the often tumultuous and controversial public sector reforms which have taken place in contributing countries since 1995. Practicing bureaucrats, diplomats, political and academic audiences will find these new books invaluable in benchmarking best practice in public sector reform across Commonwealth member countries.

Book Public Office Private Interest

Download or read book Public Office Private Interest written by S.K. Das and published by Oxford University Press. This book was released on 2000-12-11 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is about political corruption and the use of public office for private gain in India. A merit-based bureaucracy was launched in the nineteenth century to control corruption. This system with its pay structure that rewarded civil servants for honest effort was seen as the best solution to political corruption. It was based on the assumption that if merit was made the basis of administration, it would exclude private interest. However, the merit-based civil service system failed to restrain corruption because the ruling politicians had preferences on how to use a public bureaucracy and these preferences translated into an incentive structure, which governed the behaviour of civil servants. The author proposes an alternative paradigm—the New Public Management Modelߞwhich is being implemented in Great Britain, Australia, New Zealand, and Sweden.

Book Civil Service Management and Administrative Systems in South Asia

Download or read book Civil Service Management and Administrative Systems in South Asia written by Ishtiaq Jamil and published by Springer. This book was released on 2018-06-25 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines public administration in South Asia in the context of rapid changes and modernization of administrative traditions, thoughts, and practices. The existing literature has, however, not given adequate attention to these developments, at least in a single volume. The book describes both the shared administrative traditions of Bhutan, Bangladesh, China, India, the Maldives, Nepal, Pakistan, and Sri Lanka, and how far they have adapted their administrative systems to respond to contemporary administrative and governance challenges. The book studies how national civil service reforms have been carried out in each member state of South Asia and how the national civil service acts and different regulations are being implemented, as well as what are the critical factors associated with the implementation of national civil service acts and reform measures in the region.

Book Wage differentials between the public and private sectors in India

Download or read book Wage differentials between the public and private sectors in India written by Elena E. Glinskaya and published by World Bank Publications. This book was released on 2005 with total page 37 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors use 1993-94 and 1999-2000 India Employment and Unemployment surveys to investigate wage differentials between the public and private sectors as well as workers' decisions to join a particular sector. To obtain robust estimates of the wage differential, they apply three econometric techniques each relying on a different set of assumptions about the process of job selection. All three methods show that differences in wages between public sector workers and workers in the formal-private and informal-casual sectors are positive and high. Estimates show that, on average, the public sector premium ranges between 62 percent and 102 percent over the private-formal sector, and between 164 percent and 259 percent over the informal-casual sector, depending on the choice of methodology.
