Book excerpt: This report presents the outcomes of the webinar on “the experience of the aquaculture sector through best practices and mitigation measures facing the COVID-19 crisis” which took place on 1 July 2020 and was conducted over the internet and hosted on the Zoom platform for webinars. It was organized by the General Fisheries Commission for the Mediterranean (GFCM) of the Food and Agriculture Organization of the United Nations (FAO) in cooperation with the Regional Commission for Fisheries (RECOFI). The webinar aimed to address the pandemic’s effects on aquaculture production as well as on supply chains, demand, local markets and trade, and to identify best practices and mitigation measures adopted by aquaculture farmers and countries. During the first thematic session, the experts highlighted the difficulties the aquaculture sector faced due to the effects of the COVID-19 pandemic. Furthermore, several mitigation approaches were pointed out: i) specific financial support programmes designed through the European Maritime and Fisheries Fund (EMFF); ii) a strong national aquaculture strategy guaranteeing self-sufficiency along the entire supply chain of shrimp farming in Saudi Arabia; iii) the issuing of subsidies and credit loans in a timely manner to help producers in Turkey; iv) the development of an online platform for fish auctioning to boost fisheries supply chain in Oman; v) companies opening direct communication channels between the government and the farms in the United Arab Emirates; and vi) solidarity between the sector and consumers, which allowed for the achievement of 50 percent of the programmed goals in the fish feed and larval industry in Tunisia. Other points addressed during the second thematic session included specific measures adopted and proposed, such as the focus on different aquaculture final products (e.g. frozen fish) and the establishment of local hatcheries and fish feed factories. The Q/A session which followed concluded the webinar.

The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The fisheries and aquaculture sector makes substantial contributions to food security, livelihoods and global trade. Global production of fish and other aquatic animals continued to grow and reached 179 million tonnes in 2018, and about 59.5 million people were engaged in the primary sector of capture fisheries and aquaculture. Fishery net exports generate significantly more revenue for developing countries than other agricultural commodities such as rice, coffee and tea. Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. Particular attention must be given to the most vulnerable if the sector is to continue to contribute to meeting global goals of poverty reduction and food security. This publication presents FAO’s work on climate change and fisheries and aquaculture. It includes examples of FAO’s support to countries so that they are better able to adapt to the impact of climate change in the fisheries and aquaculture sector. It also brings together FAO’s most up-to-date knowledge on climate change, including a portfolio of adaptation tools and measures used to support countries’ climate commitments and action plans.

Book excerpt: The study, "Resilience and seizing opportunities – Small-scale fisheries and aquaculture businesses that thrived during the COVID-19 pandemic in South and Southeast Asia", attempts to evaluate and compare the pre- and post-pandemic situation and scenario of the concerned groups of the fisheries and aquaculture industry in eight countries. It reveals how these groups survived by adopting innovations in various country contexts and social settings and how the production, supply and market continued operation. The study shows how responsive the government policies and interventions were in supporting the concerned groups. It also shows the preventive measures taken to contain the mass spread of the COVID-19 pandemic and the manner in which the community livelihoods were impacted by these measures. The case studies included provide evidence of the resilience of the small-scale fishers, aquaculture operators and fisheries-based business operators and illustrate how opportunities may be seized by them and others affected by similar pandemics and other natural disasters and events. The study sheds light on areas where more focus should be given so that all parties may be better prepared for future crises, have equitable and inclusive support policies, have transparency in policy responses as well as take into account gender equality. The recommendations of the study can be applied at national, regional and international level while adaptation policies, investment and action plans may be taken for the sustainabillity and resilience of small-scale fisheries and aquaculture businesses in the future.

The Committee reaffirmed its trust in FAO to play a coordinating role in advancing the global aquaculture agenda and highlighted the importance of addressing socio-economic impacts of aquaculture and other issues, such as improving planning and policy development at national and regional levels. The Committee agreed to give greater attention to small-scale fisheries and welcomed the convening of a broad-based international conference focusing specifically on small-scale fisheries.

To realize the maximum contributions of the aquaculture sector toward achieving the targets set by the Sustainable Development Goals (SDGs) and Agenda 2030, coordinated and accelerated actions are required. Not only must these actions increase sustainable production, but also address the broader value chain, markets, and decent employment. Recognizing the critical importance of aquaculture, and the need to exchange and discuss reliable information to further enhance its contribution to sustainable development, the Food and Agriculture Organization of the United Nations (FAO), at the request of its Members, collaborated with the Network of Aquaculture Centres in Asia-Pacific and the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, to organize the Global Conference on Aquaculture Millennium +20 (GCA +20), 22–25 September 2021, in Shanghai, the People's Republic of China. Under the theme “Aquaculture for food and sustainable development”, the GCA +20 aimed to bring stakeholders from government, business, academia, and civil society together to identify the policy and technology innovations, investment opportunities and fruitful areas of cooperation in aquaculture for food and sustainable development. A key output from the GCA +20 – the Shanghai Declaration on Aquaculture for Food and Sustainable Development – highlights the principles and strategic pathways to maximize sustainable aquaculture in achieving the SDGs, with a special focus on “Leaving no one behind”.

Book excerpt: This circular analyses the implementation and the impact of the FAO Code of Conduct for Responsible Fisheries since 1995. In doing so, it first establishes a picture of fisheries and aquaculture sectors before the publication of the Code and 13 years after, in order to detect major changes in both sectors. While fundamental changes in the fisheries sector remained few, the aquaculture sector displays a rather important degree of change, where practices in farm management and environmental management, amongst others, seem to have undergone broad and significant improvements. The document bases its analysis on country-level implementation of Code principles and provisions, and then looks into how various sector related players have endorsed and adopted the Code, and contributed to its implementation. This analysis shows that in many domains, implementation of the Code has been slow on the ground, but that in some domains, such as the implementation of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU), countries have been fast to embrace the Code and implement its instrument in the ways prescribed. The study also shows that a very vast and diverse range of sector stakeholders across the entire spectrum have endorsed the Code and do pursue its stated objectives. The key impacts of the Code relate to its broad-based endorsement, and the ways in which it has shaped policies, legal and management frameworks worldwide, as a universally applicable international policy instrument, and how it has brought across into the fisheries domain the key principles of sustainable and responsible development inherent to the United Nations Conference on Environment and Development (UNCED) and its Agenda 21. The Code has been a facilitator of change towards more responsible and more sustainable approaches, but quantifying these, and relating them directly and primarily to the Code is not something that would appear reasonable. However, advances in domains such as combating IUU fishing have been Code-driven to a noticeable extent.
