The second section deals with the review of impact assessments of fishing activities on the marine habitat. Representative examples of sustainable fishing technologies and practices are dealt with in the third part and finally the fourth and final section deals with the introduction and implementation of sustainable technologies and practices.

Book excerpt: The Expert Consultation on Voluntary Guidelines for Transshipment was held virtually from 11 to 15 October and reconvened on 3 November 2021 to adopt this report. FAO has undertaken an in-depth global study on transshipment which confirmed that a lack of regulation, monitoring and control increases the risk of fish caught through illegal, unreported and unregulated fishing entering the seafood supply chain, undermining sustainable and socially responsible fisheries. The study was published in 2020 and a summary of the findings was presented to the Thirty-fourth Session of COFI in February 2021. COFI welcomed the study and called upon FAO to proceed with developing draft voluntary guidelines for the regulation, monitoring and control of transshipment. It also called upon FAO to convene an Expert Consultation to review the preliminary draft to be prepared by the FAO Secretariat. On the basis of that initial draft, the Expert Consultation elaborated a draft of the voluntary guidelines for transshipment that will be submitted for consideration and review by a Technical Consultation on Voluntary Guidelines for Transshipment to be held from 7 to 11 March 2022.

Book excerpt: The Expert Consultation on the Development of the Sustainable Aquaculture Guidelines was held in Rome, Italy from 17 to 20 June 2019 to come out with a proposal for developing the Sustainable Aquaculture Guidelines to be presented in August 2019 at the tenth session of the Sub-Committee on Aquaculture of the Committee on Fisheries (COFI). The specific objectives of this Expert Consultation were to propose criteria for selecting case studies aimed at providing lessons learned for the development of the Sustainable Aquaculture Guidelines, and methodologies for documenting the case studies, for analysing the case studies to identify the lessons learned, and for developing the Sustainable Aquaculture Guidelines by also making use of existing guidelines. The consultation was attended by 15 experts, one resource person and FAO staff. The consultation was organized into both plenary and group discussions. The Experts agreed on a proposed methodology for identifying and selecting the lessons learned from strategies and experiences of aquaculture development worldwide; a methodology for documenting and analysing the lessons learned; a list of thematic modules; a gap analysis between existing guidelines and needs for new ones, and; an updated roadmap for the development of the Sustainable Aquaculture Guidelines.

Book excerpt: This document aims to provide a better understanding of the role of the economic, institutional and sociocultural components within the ecosystem approach to fisheries (EAF) process and to examine some potential methods and approaches that may facilitate the adoption of EAF management. It explores both the human context for the ecosystem approach to fisheries and the human dimensions involved in implementing the EAF. For the former, the report provides background material essential to understand prior to embarking on EAF initiatives, including an understanding of key concepts and issues, of the valuation of aquatic ecosystems socially, culturally and economically, and of the many policy, legal, institutional, social and economic considerations relevant to the EAF. With respect to facilitating EAF implementation, the report deals with a series of specific aspects: (1) determining the boundaries, scale and scope of the EAF; (2) assessing the various benefits and costs involved, seen from social, economic, ecological and management perspectives; (3) utilizing appropriate decision-making tools in EAF; (4) creating and/or adopting internal incentives and institutional arrangements to promote, facilitate and fund the adoption of EAF management; and (5) finding suitable external (non-fisheries) approaches for financing EAF implementation.

Chapter two looks at the environmental and sustainability issues relating to conventional fish processing, including processing efficiency and better use of the outputs currently considered wastes. Thirteen experts from Africa, Asia, Latin America, the Middle East, and North America attended the consultation. They were supported by seven resource persons and the FAO Secretariat. The objective of the consultation was to discuss and review the drafts of the GSA, the accompanying “Action-Oriented Guidance for Transforming Aquaculture for Greater Contribution to Achieve the SDGs: Key Interconnected Actions to Guide Decision-Makers and Practitioners (AOG)”, and the background document used for the preparation of the GSA and the AOG. The consultation significantly improved these three documents and technically endorsed the drafts of the GSA and the AOG. The experts agreed to the next step of submitting these drafts to the next session of COFI-SCA for further guidance.
