Book excerpt: At its thirty-second session, in July 2016, the FAO Committee on Fisheries (COFI) underlined the importance of trade in fisheries services and welcomed the work of the FAO on conducting a literature review on the subject. In September 2017, during its sixteenth session, the FAO Sub-Committee on Fish Trade (COFI:FT) was invited to note the literature review and to make recommendations for future work on the topic. On this occasion, the Sub-Committee agreed to hold an expert consultation on trade in fisheries services that would allow a more detailed analysis, within a clear scope. This report is the result of the first Expert Consultation on Trade in Fisheries Services. The Expert Consultation was convened by FAO with the financial support of the Government of Sweden, in Gothenburg, Sweden, from 20 to 22 March 2018. The Expert Consultation was tasked to deliberate in a definition on trade in fisheries services, possible classification and methodologies for assessing its extension and impact. In addition, the Expert Consultation also suggested follow-up developments by FAO to enhance the work of the Organization.

Book excerpt: The Consultation defined four sets of subsidies and recommended that these " Sets of subsidies" be referred to in future discussions and analysis of subsidies. The experts concluded that empirical knowledge of impact is extremely weak. This is true both in respect of impact on trade and impact on fishery resources. The Consultation identified priorities for further research about the impact of subsidies. In respect of impact on fishery resources, priority for future study was given for the following categories : "capital expansion", "tax waivers and deferrals" and "price support". With respect to impact on trade, the experts assigned priorities to future study of actions that would "reduce the relative price of inputs" and "reduce fishing effort" and to management and regulatory actions. The experts also discussed the methods that would be best suited to carry out these studies.

Book excerpt: The Expert Consultation on Voluntary Guidelines for Transshipment was held virtually from 11 to 15 October and reconvened on 3 November 2021 to adopt this report. FAO has undertaken an in-depth global study on transshipment which confirmed that a lack of regulation, monitoring and control increases the risk of fish caught through illegal, unreported and unregulated fishing entering the seafood supply chain, undermining sustainable and socially responsible fisheries. The study was published in 2020 and a summary of the findings was presented to the Thirty-fourth Session of COFI in February 2021. COFI welcomed the study and called upon FAO to proceed with developing draft voluntary guidelines for the regulation, monitoring and control of transshipment. It also called upon FAO to convene an Expert Consultation to review the preliminary draft to be prepared by the FAO Secretariat. On the basis of that initial draft, the Expert Consultation elaborated a draft of the voluntary guidelines for transshipment that will be submitted for consideration and review by a Technical Consultation on Voluntary Guidelines for Transshipment to be held from 7 to 11 March 2022.

It reviews in detail the positive and negative impacts of international fish trade on food security in low-income food-deficit countries. The main findings are that this trade has had a positive effect on food security, both through higher availability of fish for human consumption in developing countries and through higher income generated through trade. The report cautions, however, that sustainable resource management practices are a necessary condition for sustainable international trade. It also highlights the need for free and transparent trade and market policies to ensure that benefits from international trade are enjoyed by all segments of society.
