Book excerpt: The Committee expressed concern about the level of fishing capacity which was higher than prior to the 2004 tsunami in some of the areas affected by the disaster and recognized that it called for the design and implementation of sustainable and effective fisheries management arrangements that included a gradually phasing out fishing overcapacity, monitoring, access and livelihood considerations. The Committee reaffirmed its trust in FAO to play a coordinating role in advancing the global aquaculture agenda and highlighted the importance of addressing socio-economic impacts of aquaculture and other issues, such as improving planning and policy development at national and regional levels. The Committee agreed to give greater attention to small-scale fisheries and welcomed the convening of a broad-based international conference focusing specifically on small-scale fisheries.

Book excerpt: The forty-third session of the General Fisheries Commission for the Mediterranean (GFCM) and the tenth session of the Committee on Administration and Finance were attended by delegates of 19 contracting parties, as well as of three cooperating non-contracting parties and two non-contracting parties. Representatives from 13 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects, as well as the Bureaus of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, the outcomes of the second GFCM performance review were commented. In relation to the management of fisheries and aquaculture in the GFCM area of application, eight binding recommendations were adopted, dealing with the following issues: the use of anchored fish aggregating devices in common dolphinfish fisheries in the Mediterranean Sea, information on access agreements in the GFCM area of application, the establishment of a list of vessels presumed to have carried out illegal, unreported and unregulated fishing in the GFCM area of application, the sustainable exploitation of blackspot seabream in the Alboran Sea and red coral in the Mediterranean Sea, multiannual management plans for turbot fisheries in the Black Sea and sustainable demersal fisheries in the Adriatic Sea, and management measures for sustainable trawl fisheries targeting giant red shrimp and blue and red shrimp in the Strait of Sicily. Furthermore, the Commission discussed issues related to the mandate of the GFCM Executive Secretary.

Book excerpt: The Asia-Pacific Fishery Commission (APFIC) was established in 1948 and has undergone various reforms since then to adapt to the changing international governance of fisheries as well as reforms in the function and resourcing of FAO’s regional fishery bodies. This gradually induced a major crisis in the commission’s ability to develop and execute a work programme for servicing its members. The 36th Session of the Asia-Pacific Fishery Commission, held in May 2021, recognized the pressing issues of financial unsustainability and FAO's declining willingness and ability to provide Regular Programme funding for commission activities. It recommended the establishment of an 'ad hoc working group on the future of APFIC' to analyse issues and explore possible options to advise the commission on its future. In a majority, the ad hoc working group recommended to support temporary suspension of the commission, in the light of questionnaire responses and the limited prospects for identifying financial resources for the activities of the commission. It prepared a draft resolution regarding suspension for consideration by the 37th session and recommended that suspension of the commission should be for a period five years. Noting that some Member Countries supported continuation, the ad hoc working group also prepared a draft resolution for continuation of the activities of the commission, should this be the decision of the 37th session. The text of this resolution incorporates specific reference to the establishment of a financial arrangement to support the work programme of the commission.

A central policy challenge is to identify a collective regional interest for fisheries and accordingly the development of integrated management policies that link ecology and society and which incorporate individuals, communities, agencies, states and regimes into a holistic cooperative endeavour. Successful ocean governance therefore requires greater inter-state and inter-agency consultation and cooperation, an improvement in linking national initiatives to local action, increased participation of local government and local communities and the enhancement of local capability. In order to achieve this overall goal requires either the enhancement of existing regional institutions or the creation of a new regional body. Recreational fisheries also represent an important driver of coastal tourism, which constitutes one of the region’s most important maritime sectors in terms of gross value added and employment. However, despite their ubiquity and potential socio-economic contribution, recreational fisheries are a data-poor sector and can vary widely from one country to another, thus impairing proper consideration of the recreational fisheries sector in policy-making and undermining efforts towards sustainable fisheries management at the regional level. The main goal of this handbook is therefore to provide a clear methodological framework to allow Mediterranean and Black Sea countries to implement suitably harmonized sampling and survey monitoring schemes for recreational fisheries. This handbook establishes a minimum set of necessary information for monitoring recreational fisheries, while, at the same time, allowing for flexibility to accommodate national specificities and data collection needs. It also provide guidance on the data analysis process as well as advice to successfully engage stakeholders in the data collection process.
