The task force found that all of DOD's needs cannot be met by the same acquisition process. Current approaches to implementing rapid responses to urgent needs are not sustainable. An integrated triage approach is required. The report cites a number of institutional barriers to rapid fielding of proven technologies. To address these concerns, the task force recommends formalizing a dual acquisition path by standing up a new organization and funding stream dedicated to rapid acquisition and fielding. The task force outlines a streamlined, integrated approach to institutionalize their recommendations. Book excerpt: The wars in Iraq and Afghanistan have highlighted the continuing need to improve the Department's ability to rapidly respond to urgent warfighter requirements against a highly adaptive enemy. The Department has created or modified numerous urgent needs processes to assist in countering enemy threats by expediting the fielding of warfighter urgent operational needs. The Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 directed the Secretary of Defense to commission a study and report to Congress to assess the effectiveness of the processes used by the Department of Defense for the generation and fulfillment of urgent operational needs. A Defense Science Board Task Force was established in December 2008 to conduct the study. Its report to Congress in July 2009 included recommendations for the Department of Defense to formalize two paths?one for urgent and the other for normal acquisitions; establish a $3 billion per year fund for rapid acquisition and fielding; and establish a new Defense Agency, the Rapid Acquisition and Fielding Agency, to fulfill the urgent operational needs of the warfighter. Key members of the Department?s new leadership have received this report and have incorporated it into their deliberations on how to more effectively support the current war in Afghanistan and Iraq and future operations.

Book excerpt: In 200, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT & L)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.

Specifically, the Task Force terms of reference (TOR) are: " Assess the current plan for sustaining the nuclear weapons stockpile and make recommendations to provide for relevant future capabilities." Assess progress towards the goal of an integrated new triad of strike capabilities (nuclear, advanced conventional, and non-kinetic) within the new triad of strike, defense, and infrastructure." Examine the DoD role in defining needs in the nuclear weapons stockpile and recommend changes in institutional arrangements to ensure an appropriate DoD role." Examine a wide range of alternative institutional arrangements that could provide for more efficient management of the nuclear enterprise." Examine plans to transform the nuclear weapons production complex to provide a capability to respond promptly to changes in the threat environment with new designs or designs using previously tested nuclear components." Examine approaches to replacing weapons in the stockpile, over time, with weapons that are simpler to manufacture and that can be sustained with a smaller, less complex, less expensive design, development, certification and production enterprise.
