Book excerpt: Task Force members were carefully selected to provide a wide range of impartial views on military applications and the probabilities these applications have for success within the Strategic Computing Program. They come from Defense, industry, and the research and development (R & D) community (universities and other not-for-profit organizations). The Task Force sought to discover the critical military questions to which machine intelligence technology is the potential answer. This was done with the recognition that: (1) Machine intelligence capabilities are not widely understood. (2) Few needs have been established in developmental areas accessible to an unclassified inquiry. (3) Technologists are currently walking the difficult line between being banal and fantastical. (4) Universities have an existing momentum which is different from the applications orientation needed for military demonstrations. (5) The military programs are not knee-jerk responses to Japanese programs in Fifth Generation Computing. They are serious technological R & D activities. Successful military applications will require both machine intelligence technology and computer hardware development.

Book excerpt: The Joint Advanced Strike Technology (JAST) resulted from the decisions of the Secretary of Defense' Bottom Up Review (BUR). Each service has a demonstrated need for advanced technology aircraft to meet future contingencies, but it was determined that costs for development and production of these several different aircraft could not be met due to budgetary constraints. The BUR found that there were not enough resources available to support all these programs in future years. The decision was made to continue with the Air Force F-22 fighter aircraft, and the F/A-18E/F aircraft for the Navy, but to cancel the A/F-X and the MRF. The decision on ASTOL was to continue that research, but to secure specific commitment of resources by at least two of the three Services before building a flying prototype. The BUR also confirmed the continuing needs that were to be met by the A/F-X and MRF programs. This led to the establishment of the Joint Advanced Strike Technology Program in July 1993.

The Task Force was asked to evaluate NNSA's strategic plan for Advanced Simulation and Computing (ASC) and its adequacy to support the Stockpile Stewardship Program (SSP), whose mission is to ensure the safety, performance and reliability of our Nation's nuclear weapons stockpile. The Task Force was also asked to evaluate the role of ASC in maintaining US leadership in advanced computing and assess the impact of using ASC's capabilities for broader national security and other issues. The Task Force concluded that, since the cessation of nuclear testing, ASC has taken on the principal integrating role in assuring the long term safety and reliability of the stockpile. It is also an essential tool in addressing specific stockpile issues. Furthermore, ASC has played a leadership role in reestablishing US leadership in high performance computing. The use of ASC and ASC-derived technology for other national security, scientific, and commercial applications has also increased dramatically, and high performance computing is viewed as an extremely valuable and cost-effective approach to many of the user's important problems. However, it is not likely that ASC will meet the compelling goals stated in its roadmaps and planning documents at the currently projected levels of funding. Furthermore, the high end of the US computing industry may be negatively impacted with implications for the much broader range of potential users in the DOD, other federal agencies, and the commercial world. Accordingly, the Task Force strongly recommends sizing the budget of ASC to meet its nuclear weapons objectives and retain US leadership in advanced computing.

Book excerpt: Current DoD initiatives in software technology and methodology include the Ada effort, the STARS program, DARPA's Strategic Computing Initiative, the Software Engineering Institute, and a planned program in the Strategic Defense Initiative. These five initiatives are uncoordinated. We recommend that the Undersecretary of Defense (Acquisition) establish a formal program coordination mechanism for them. The big problems are not technical. In spite of the substantial technical development needed in requirements-setting, metrics and measures, tools, etc., the Task Force is convinced that today's major problems with military software development are not technical problems, but management problems. Hence we call for no new initiatives in the development of the technology, some modest shift of focus in the technology efforts underway, but major re-examination and change of attitudes, policies, and practices concerning software acquisition.
