Book excerpt: This document contains the final report of the DSB study on Defense Acquisition Reform (Phase II). The Phase I report firmly acknowledged the need to adopt commercial practices as a way of doing business, and developed a set of reform initiatives designed to accelerate the required changes. The thrust of the Phase II effort was to further define these areas by examining specific industry segments, identifying specific combatant commands for increase responsibility in the requirements process, and further identification of the barriers to the adoption of commercial practices. The Task Force concludes that: mature jet engines, microelectronics, software, and space systems can and should be procured and supported in a fully commercial environment; USACOM and CENTCOM should be given increased technical cadres to further their capability to participate in the requirements process; and it is feasible to eliminate may of the barriers to adoption of commercial practices without sacrificing the public trust in spending public funds.

This Defense Science Board (DSB) Summer Study Task Force reviewed these prior studies and concluded that, by and large, the recommendations have ben implemented. Rather than adding to the list of 'what to do' recommendations, this Task Force concentrated on recommending 'how-to-implement' change. This is a departure from the typical technical recommendations, but the Task Force believes this 'how to' focus is urgently needed at this juncture.

Book excerpt: The Defense Science Board (DSB) Task Force on Tactics and Technology for 21st Century Military Superiority was formed by the Office of the Secretary of Defense to explore new concepts for making a relatively small and rapidly deployable force capable for accomplishing missions that would otherwise require a large, massed force. As part of the concept development phase of the study, the DSB identified two different means of achieving a capable small dispersed force. The first concept represents an evolutionary change from current small forces, such as the division ready brigade (DRB) of the 82nd Airborne. Here the force is envisioned to remain a small, mostly self-contained unit such as a DRB, but it is given the mission and capability of a larger unit such as a division. This may be accomplished by augmenting many of a DRB's current components with advanced RSTA, C2, and weapon systems, much as envisioned in the Rapid Force Projection Initiative (RFPI) and the U.S. Army's Force XXI concept. The DSB builds on these concepts by emphasizing joint nonorganic or 'external' RSTA and fire support system technologies. The second DSB concept is more revolutionary, removing the notion of an area control by ground forces almost entirely. Here, long-range fires are called by small, virtually independent dismounted teams moving around the region. This concept is close to that espoused in the USMC Sea Dragon proposal. The DSB concept builds on Sea Dragon by extending it to include a larger range of external RSTA and weapons and possibly giving it a more substantial level of team mobility. While our simulation effort focuses on the first concept, the two have many aspects in common, and some merging of ideas is expected. Book excerpt: The Department of Defense (DoD) employs more than three million people. Nearly half of its personnel, 1.44 million, are active duty military. About 870,000 Reservists, composed of 410,000 Selected Reservists and 460,000 National Guard personnel, add to the active duty force. Civilian personnel make up the remaining workforce, numbering about 730,000. These three million employees are supported by an array of defense contractors providing a wide variety of goods and services to the Department. Moreover, the Department spends more than half of its $270 billion budget on pay and allowances alone. With a workforce this large, varied, diverse, and important, it is not surprising that its management is a uniquely challenging undertaking. The human resource challenges facing DoD have changed rapidly over the last decade as a result of many factors. A robust economy, civilian sector competition for employees to fill high-technology positions, declining American public interest in public service, major changes in the Department's missions and operational tempo, and a significant downsizing of the Department's workforce are a few examples. Reducing the size of the overall workforce by more than a million personnel, from a high in 1987 of 4.1 million, has left in place a very different force distribution - in age, education, and skill.

Book excerpt: The DSB addressed this threat in previous studies conducted in 1997 (also chaired by Richard Wagner) and 1999/2000 (chaired by Roger Hagengruber). Much has changed since then. The 11 Sept. 2001 attacks demonstrated the intent of terrorists to inflict massive damage. Nuclear proliferation has proceeded apace, with North Korea and Iran achieving nuclear weapon capability or coming closer to it, and it could spread further. The United States is engaged in a war against terrorism, and DoD is beginning to devote significant effort to combating WMD. The Department of Homeland Security (DHS) has been established. Thinking about the threat of clandestine nuclear attack has changed, and some efforts to explore defenses have begun. However, one thing has not changed: little has actually been done against the threat of clandestine nuclear attack. The DSB Summer Study on Transnational Threats (1997) first developed the ambitious idea of a very large, multi-element, global, layered civil/military system of systems of scope sufficient to have some prospect of effectively thwarting this threat. There was little resonance with this vision (outside of the Task Forces in 1997 and 2000), but since then, and especially since the attacks of 11 Sept. 2001, it has begun to be discussed more widely. This report will revisit such a national/global system, largely as context for the main focus of the Task Force: DoD's roles and capabilities. Following briefings from many government agencies and subject matter experts, the Task Force arrived at its basic findings and recommendations in early 2003. Since then, those results have been discussed in over 40 meetings within DoD and elsewhere, leading to certain refinements. This report reflects the outcomes of that process and weaves together viewgraphs used in the discussions with elaborating text.

Book excerpt: The current defense environment is such that acquisition budgets are low and likely to remain so, weapons system costs are high and rising, the traditional defense industrial base is steadily shrinking in both size and number of participants and military threats around the world are unpredictable and varied. Nevertheless, there are still compelling reasons to invest in force modernization and in affordable defense systems featuring technological superiority. In order to make this possible, more efficient use must be made of acquisition resources. A new weapons research and development process is required, able to supply effective hardware in small quantities, producible and supportable at affordable cost, with reduced cycle times. As an integral feature of the new process use must be made of world-class commercial suppliers. The advanced technology and efficiencies typical of commercial operations must be incorporated into the development process. In changing to and implementing the new system, the public trust must be retained throughout. Figures 1 and 2 illustrate this background to the DoD acquisition reform effort.

This study also assesses whether the current DOD workforce and strategy will meet those needs; and indentifies and evaluates options and recommends strategies that the department could use to help meet its future STEM needs. This study was undertaken by the National Academy of Engineering and the National Research Council. This report was issued for the purpose of assisting Assistant Secretary of Defense for Research and Engineering with its fiscal year 2012 planning process and with laying the groundwork for future years. Earlier in the project, the Committee on Science, Technology, Engineering, and Mathematics Workforce Needs for the U.S. Department of Defense and the U.S. Defense Industrial Base convened a workshop on August 1 and 2, 2011, in Rosslyn, Virginia. This workshop met for the purpose of gathering a broad range of views from the public sector and the private sector. This includes major defense contractors, and from nongovernmental organizations (NGOs), all of which are stakeholders in the future STEM workforce. At the conclusion of this study, a final report will be released.
