The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

For decades strategists endeavored to develop theories that helped policy makers safeguard vital national interest during Cold War. The post 9/11 world raises the specter of violent non-state actors able to inflict mass casualties even on the most powerful country in the world. Hurricane Katrina reminded us of the violence of nature that can also have a devastating impact on the nation. This project considered whether some national security concepts can help orient homeland security thinking to promote preparedness. The objective is to enhance the security of our society by being prepared to address a range of challenges. The project explored the applicability of "5Ds": deterrence, denial, dissuasion, defense and diplomacy. The goal was not to slavishly apply traditional concepts, but to seek a nugget of insight from each to help forge new, effective ways to support preparedness. In the immediate aftermath of 9/11 policymakers' attention focused on securing the homeland; however, we suggest that shaping the international environment can enhance or detract from homeland security. International security concepts may provide ways to influence the international environment that makes preparedness more effective at home.

The first part, "Human Security Threats in the Atlantic Basin," seeks to bring a new understanding on classical concepts and threats to human security. From drug traffic to energy security, from the northern Mediterranean to the connection between fragile states and terrorism, we examine the different realities and answers across the Atlantic and its four continents. However, there are new and intensive challenges to human security that could be left aside, and those are integrated on the second part of the volume. The most poignant are the migratory flows that course through this region, in several dimensions. In the final part of the volume, the authors focus on the possibility of "Forging Human Security Networks" within the Atlantic Basin. The main actors of the region have already developed several tools to deal with the threats and challenges concerning human security. Do they or could they cooperate more and better? Against a backdrop of natural disasters that occur each year in the United States and heightened concern about pandemic influenza, there is an emerging national consensus that the best path is an all-hazards approach to disaster preparedness planning and that effective local planning is critical. Military installations and their civilian counterparts-local government and local health-care providers, especially the U.S. Department of Veterans Affairs-can strengthen local-level disaster preparedness planning. This is an interim report for the first phase of a larger study aiming to develop a planning support tool for local military and civilian planners. It describes current policies and programs-especially those with nationwide application-for domestic emergency preparedness, risk analysis, and capabilities-based planning. It also describes results from interviews with local military and civilian planners at five selected sites to help understand how local preparedness planning currently operates and identify the needs of local planners. Collectively, these form the basis for a proposed tool, for which the framework is described in this report. The next phase of the study will include development and field testing of a proof-of-concept prototype of the tool.

Book excerpt: It has been 14 years since the armed conflict between Maoist insurgents and government forces ended in Nepal. Tens of thousands became victims of enforced disappearances, torture, rape, and unlawful killings in the decade of fighting between 1996 and 2006. They are still waiting for truth and justice. There have been hardly any successful prosecutions since the end of the conflict for severe violations. Resistance to address past abuses has entrenched impunity in the present and, combined with a failure to ensure security sector reform, has led to repeated lack of punishment in cases of serious human rights violations which still occur in Nepal. In a mounting number of alleged extrajudicial killings by the police, custodial deaths allegedly resulting from torture, and shootings of unarmed protesters in recent years, the authorities refused to take action despite strong evidence. We conclude that failure to provide justice for past crimes creates direct and tangible harms in the present: families who lost loved ones years ago continue to seek justice and are forced to live without closure. And as new cases of abuse by the police show, impunity for past crimes means that unaccountable and abusive individuals and institutions continue to claim new victims in post-conflict Nepal.
