Book excerpt: Excerpt from Report of the Commissioner of Elementary Schools, 1921 During the two-year period covered by this report, the ideals and the activities of elementary school instruction have been affected and in some important ways modified by the world war. A large part of the report must therefore be given to considerations of the effects thus produced. From the very outbreak of the war, when first reports came from Belgium, it became evident to American educators that it would be necessary to revise their long cherished estimate of the German system of school and university education. The deeds done by order of German high command, attested in a way too terrible to be mistaken, that a training in material efficiency and a development of a narrow national pride and arrogance, were not sufficient for the making of a nation of true greatness, nor the fitting of a people for genuine service to humanity. It thus became clear to all that in our schools the teaching of American efficiency and of American patriotism must give special emphasis to the rights of weak people and of little nations, to the inculcation of that genuine democracy that tends to the welfare of mankind; and that estimates the grandeur of a people not by its conquests, but by its service to the good of all the world. Book excerpt: Excerpt from Report of the Commissioner of Education for the Year Ended June 30, 1913, Vol. 1 The 596 colleges and universities reporting in 1912 and again in 1913 show an increased attendance of per cent of college students in graduate and undergraduate courses, and a decrease of 11 per cent in the number of preparatory students. The fact that the per cent of increase in the number of high-school students was two and six tenths timm as large as the per cent Of increase in the school popu lation, and the per cent of increase in the number of college students 40 per cent larger than the increase in the school population, shows a satisfactory response to the ever-increasing need for a larger number of men and women with better preparation for the duties of society and State than can be had in the elementary schools. The large decrease in the number of students in the preparatory schools and classes of colleges indicates a rapid increase in the efficiency of the high schools. The tiine should soon come when it will be no longer necessary for any college to maintain preparatory classes. Not only is it much better for the colleges that they use all their means for legitimate college work, it is also better for the high schools and the communities which they serve that they be not weakened by having their students withdrawn before they have finished their high-school work. It is also true in most instances that the high-school work can be done better and at less cost in the regular high schools than in the preparatory classes of colleges. Probably the large decrease in the number Of students in the preparatory classes of colleges is due to some extent also to the more liberal practice of the colleges in accepting for admission work in subjects other than those heretofore required. The first volume of this report will con tain a brief interpretative review of the progress Of education in the United States within the year and a still briefer report of the most important phases of program in education in foreign countries. The wcond volume will contain statistics of education for the year within the United States. Neither part of the first volume is as complete as it should be; several important topics of education in this country have been omitted because the bureau had on its staff no specialists in these departments and had no funds with which to employ other persons to write these chapters. The report from other countries can never be made as complete as it should be until the bureau has more expats in foreign school systems, a much larger corps Of translators, funds to pay the expenses of investigations in foreign countries, and reasonable stipends to expert correspondents. It is not necessary to emphasize the importance of having once each year a complete and accurate interpretative survey of all important work in education in all parts of the world. Without it we may not hope to Obtain the best results from our systems of schools and other agencies of education nor to obtain the fullest results from the money invested in them. Every problem in education has come to be international. The work of the humblest district school should be done in the light of all the knowledge of education the world has been able to gain. The statis tics of the second volume can never be made complete and accurate until it is made possible for the bureau to send expert statisticians to State and city education offices and to the several institutions of learning of which reports are made. I know of no other agency that attempts to compile accurately so large a body Of important statistics without such expert agents in the field. On one side we have, as a debit account, what 18 put ih - the labor of the teaching staff of the country, the supplies that are used up, the depreciation of the plant, and the time and labor of the students educated. On the other side, as a credit account, should be the changes produced in these students, their increase in bodily welfare, knowledge, skill, power, worthy interests, and noble ideals. Between the two we have, as an administrative account, a statement of the organization of the schools, the courses of study or training, the methods of teaching, the books, apparatus, tools, and other appliances, and the like. The Annual Report of the United States Commissioner of Educa tion is of necessity restricted chiefly to a statement of the debit account - of what the nation has this year invested in the work of education. For the credit account, of the returns from the year's investment, could not be made out in full until each individual for whose happiness and usefulness to the nation and the world as a whole the investment has been made has lived his life - not, indeed, until his influence has lived its whole life to the end of the world. Moreover, to measure even the immediate returns in the easiest case, that of increased knowledge, in one-tenth of the schools of the nation, would demand an appropriation hundreds of times that now made for the Bureau of Education. Book excerpt: Excerpt from Report of the Commissioner of Education, 1917, Vol. 1 It shall be the duty of the Commissioner of Education to present annually to Con gress a report embodying the results of his investigations and labors, together with a statement of such facts and recommendations as will, in his judgment, subserve the purpose for which this department is established. From 1867 to 1889 (except in 1869 when no report was issued) the annual reports of the commissioner were issued in one volume. Since 1889 they have been issued in two volumes. Prior to 1906 the annual reports were the only publications of the bureau except certain very valuable circulars of information and occasional leaflets and administrative documents. Since 1906 a large part of the results of the studies and investigations of the bureau have been published in the form of bulletins, the annual issue of which has increased from 3 in 1906 to 50 in 1916, and in leaflets and multi graphed letters, the number of which has increased greatly in recent years. The publication of the bulletins has made it possible to reduce the size of the volumes of the reports and to make their con tents more homogeneous. Beginning with the report for 1913, it has been the policy of the commissioner to make Volume I of the report for each year a comprehensive interpretative review of the more important phases of the progress of education in the United States and all other countries, and Volume II a statistical summary of the schools and other educational agencies of the United States. The experience of four years has shown very cleraly that such a review and such a summary can be made more effectively for biennial than for annual periods. Inquiries among education Officers and others directly interested in these reports have confirmed the belief that such a biennial survey Will be more acceptable to most of these, first, because it can be made more comprehensive and accurate, and, second, because it will relieve them of the burden of making annual statistical reports to the bureau. It has therefore been decided that beginning With the fiscal year 1919 such a biennial summary will be issued as an administrative document.
