Animal Health at the Crossroads: Preventing, Detecting, and Diagnosing Animal Diseases finds that, in general, the U.S. animal health framework has been slow to take advantage of state-of-the-art technologies being used now to protect public health; better diagnostic tests for identifying all animal diseases should be made a priority. The report also recommends that the nation establish a high-level, authoritative, and accountable coordinating mechanism to engage and enhance partnerships among local, state, and federal agencies, and the private sector.

This report identifies questions and issues that veterinary research can help to address, and discusses the scientific expertise and infrastructure needed to meet the most critical research needs. The report finds that there is an urgent need to provide adequate resources for investigators, training programs, and facilities involved in veterinary research.

Book excerpt: Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. Improving Food Safety Through a One Health Approach: Workshop Summary covers the events of the workshop and explains the recommendations for future related workshops.

Book excerpt: Chimpanzees in biomedical and behavioral research constitute a national resource that has been valuable in addressing national health needs. Facilities that house chimpanzees owned and supported by the National Institutes of Health (NIH) have successfully met the research requirements of the scientific community. The captive chimpanzee population in the United States has grown substantially, particularly over the last decade. That growth is due primarily to the success of the NIH-sponsored Chimpanzee Breeding and Research Program, which achieved the birth numbers thought necessary to meet the projected needs of biomedical research. However, the expected level of use of the chimpanzee model in biomedical research did not materialize, and that has created a complex problem that threatens both the availability of chimpanzees for research in the future and the infrastructure required to ensure the well-being of captive chimpanzees used in biomedical research. Because the present system is fragmented, it is impossible to formulate an accurate overview of the size and nature of the chimpanzee population. But, if the chimpanzee is to continue to be used in biomedical research responsibly, effectively, and cost-effectively, we must be able to oversee, track, and coordinate the maintenance and use of chimpanzees and to control the size of the population. To assess the long-range situation and to develop, implement, and monitor the application of policies for the proper use and care of chimpanzees, an authoritative, centralized oversight structure is imperative. Once it is in place, it will be possible to refine and implement this report's recommendations.

Membership includes veterans of the 1990-91 Gulf War, scientists who have studied illnesses affecting these veterans, clinicians who care for ill Gulf War veterans and a member of the general public. The Committee periodically releases reports that summarize research to date on the health of veterans of the 1990-1991 Gulf War. The most recent report was published in 2008, and the current report updates knowledge from that time by reviewing published scientific papers that appeared after the last report and through December 2013. The present research review is divided into four sections. The first summarizes the new information available on rates of Gulf War illness and other illnesses and disabilities that affect groups of veterans from the Gulf War (Section 1, Epidemiologic Research). The second reviews the human and animal research that has been carried out to identify the causes of Gulf War illness and other health problems in Gulf War veterans (Section 2: Etiologic Investigations). The third section focuses on studies of the disruptions in normal body functions that underlie the symptoms of Gulf War illness and other health problems (Section 3: Pathobiology of Gulf War illness). And the fourth reviews clinical trials that are underway to treat Gulf War illness (Section 4: Gulf War illness treatment research).
