The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). Underlying this debate are at least two key questions. First, will the ongoing China's People's Liberation Army (PLA) modernization provide China with significant offensive power projection and/or preemptive capability? If so, by when? Second, does the pace and success of China's military modernization constitute a threat to the United States and/or its friends and allies in the Asia-Pacific region? At the source of these differing views on the pace and likely success of the PLA modernization is a lack of hard evidence, aggravated by a Chinese tendency to conceal both strengths and weaknesses. There are also analysts who are locked into positions on the PLA that the evidence seems unable to alter. Lack of information is often muddied by anecdotal knowledge, sometimes provided by Chinese interlocutors, that may be impossible to confirm or refute. In addition, a large body of conventional wisdom about the PLA has built up over time, which may inhibit fresh reassessment. Finally, peer comparisons of the PLA to the U.S. military, which is without equal in the post-Cold War period, may shape analysis of the PLA's capabilities and shortfalls. As a result, conclusions about China's military modernization often leave considerable room for interpretation on any side of an argument. The policy decisions made today based in part on the absence of hard analysis will likely haunt U.S. and allied policy and interests well into the 21st century, as China's comprehensive strength and historic aspirations mature. In order to minimize miscalculations about the PLA modernization, debate is essential, for it can help reduce the twin analytical evils of overestimation and underestimation. Debate can reduce wishful thinking or demonization about China's strategic capability and intentions. It may also preclude counterproductive self-imposed constraints on U.S. policy options based on fear of self-fulfilling prophecies of a China threat. Active debate, finally, can lead to a reevaluation of old, well-worn assumptions, and spur greater exploitation of publicly available information about the PLA and China's national security. All of this would potentially help to develop a clearer picture of China's People's Liberation Army After Next into the 21st century.

This look at medical mapping advances the argument that maps are not merely representations of spatial realities but a way of thinking about relationships between viral and bacterial communities, human hosts, and the environments in which diseases flourish. Cartographies of Disease traces the history of medical mapping from its growth in the 19th century during an era of trade and immigration to its renaissance in the 1990s during a new era of globalization. Referencing maps older than John Snow's famous cholera maps of London in the mid-19th century, this survey pulls from the plague maps of the 1600s, while addressing current issues concerning the ability of GIS technology to track diseases worldwide. The original chapters have some minor updating, and two new chapters have been added. Chapter 13 attempts to understand how the hundreds of maps of Ebola revealed not simply disease incidence but the way in which the epidemic itself was perceived. Chapter 14 is about the spatiality of the disease and the means by which different cartographic approaches may affect how infectious outbreaks like ebola can be confronted and contained.
