To discover why disasters like Love Canal have occurred and whether they could have been averted with knowledge available to waste managers of the time, this book examines industrial waste disposal before the formation of the Environmental Protection Agency in 1970. Colten and Skinner build their study around three key questions. First, what was known before 1970 about the hazards of certain industrial wastes and their potential for causing public health problems? Second, what were the technical capabilities for treating or containing wastes during that time? And third, what factors other than technical knowledge guided the actions of waste managers before the enactment of explicit federal laws? The authors find that significant information about the hazards of industrial wastes existed before 1970. Their explanations of why this knowledge did not prevent the toxic legacy now facing us will be essential reading for environmental historians and lawyers, public health personnel, and concerned citizens.

The contributors to "Beyond preservation", on the other hand, explore their belief that humans are inextricably entwined with nature and therefore have an unavoidable impact on the entire ecosystem. The comprehensive and multidisciplinary approach employed by the editors addresses the possibilities of and problems with the restoration of damaged landscapes and even the invention of new ones. William R. Jordan III, a botanist by training, is committed to ecological restoration, and in the keynote essay he advocates the premises on which his theory is based. Poet and essayist Frederick Turner is fascinated with the construction of new landscapes and proposes a more rather than less ambitious human effort to shape nature. Turner contributes an essay that, together with Jordan's, serves as a cornerstone of the volume. Both Turner and Jordan urge us to use our intelligence and our creative faculties to manage nature by restoring damaged landscapes and creating mutually beneficial relationships among all species. The lead essays are followed by a series of broadly interdisciplinary critiques that confront a host of contemporary issues having to do with our attempts to preserve or restore landscapes. In this innovative study, Mark Cioc focuses on the river from the moment when the Congress of Vienna established a multinational commission charged with making the river more efficient for purposes of trade and commerce in 1815. He examines the engineering and administrative decisions of the next century and a half that resulted in rapid industrial growth as well as profound environmental degradation, and highlights the partially successful restoration efforts undertaken from the 1970s to the present. The Rhine is a classic example of a “multipurpose” river -- used simultaneously for transportation, for industry and agriculture, for urban drinking and sanitation needs, for hydroelectric production, and for recreation. It thus invites comparison with similarly over-burdened rivers such as the Mississippi, Hudson, Colorado, and Columbia. The Rhine’s environmental problems are, however, even greater than those of other rivers because it is so densely populated (50 million people live along its borders), so highly industrialized (10% of global chemical production), and so short (775 miles in length). Two centuries of nonstop hydraulic tinkering have resulted in a Rhine with a sleek and slender profile. In their quest for a perfect canal-like river, engineers have modified it more than any other large river in the world. As a consequence, between 1815 and 1975, the river lost most of its natural floodplain, riverside vegetation, migratory fish, and biodiversity. Recent efforts to restore that biodiversity, though heartening, can have only limited success because so many of the structural changes to the river are irreversible. The Rhine: An Eco-Biography, 1815-2000 makes clear just how central the river has been to all aspects of European political, economic, and environmental life for the past two hundred years.

It involves reintroducing missing plants and animals, rebuilding soils, eliminating hazardous substances, ripping up roads, and returning natural processes such as fire and flooding to places that thrive on their regular occurrence. Thousands of restoration projects take place in North America every year. In Nature by Design, Eric Higgs argues that profound philosophical and cultural shifts accompany these projects. He explores the ethical and philosophical bases of restoration and the question of what constitutes good ecological restoration. Higgs explains how and why the restoration movement came about, where it fits into the array of approaches to human relationships with the land, and how it might be used to secure a sustainable future. Some environmental philosophers and activists worry that restoration will dilute preservation and conservation efforts and lead to an even deeper technological attitude toward nature. They ask whether even well-conceived restoration projects are in fact just expressions of human will. Higgs prefaces his responses to such concerns by distinguishing among several types of ecological restoration. He also describes a growing gulf between professionals and amateurs. Higgs finds much merit in criticism about technological restoration projects, which can cause more damage than they undo. These projects often ignore the fact that changing one thing in a complex system can change the whole system. For restoration projects to be successful, Higgs argues, people at the community level must be engaged. These focal restorations bring communities together, helping volunteers develop a dedication to place and encouraging democracy.
