Despite the seemingly chaotic character of such collective action, social scientists have increasingly noted the remarkable regularities exhibited by even the most tumultuous social change. In this volume, sociologists, political scientists, and historians come together to assess the complementary concepts of repertoires and cycles as tools for illuminating the consistent patterns that emerge from the apparent chaos. The significance of repertoires--recurrent forms or tactics of social protest-- is explored in an essay on eighteenth- and nineteenth-century Britain by the originator of the concept, Charles Tilly. Sidney Tarrow, whose work has most directly linked the concept of repertoires with that of cycles--the recurrent peaks and troughs in the historical incidence of collective action--contributes an essay that focuses on twentieth-century Italy. Other essays investigate the rhythms and logic of social change in contexts as diverse as sixteenth- through nineteenth-century Japan, nineteeth-century Europe, and twentieth-century America. Through inquiries into the consequences of violent repression for social mobilization, the struggle to control the linguistic terms of social conflict, the unacknowledged antecedents of contemporary movements, and the importance of "movement families," this volume demonstrates the usefulness of these two concepts and defines the relationship between them. Book excerpt: The acceptance of human rights and minority rights, the increasing role of international financial institutions, and globalization have led many observers to question the continued viability of the sovereign state. Here a leading expert challenges this conclusion. Stephen Krasner contends that states have never been as sovereign as some have supposed. Throughout history, rulers have been motivated by a desire to stay in power, not by some abstract adherence to international principles. Organized hypocrisy--the presence of longstanding norms that are frequently violated--has been an enduring attribute of international relations. Political leaders have usually but not always honored international legal sovereignty, the principle that international recognition should be accorded only to juridically independent sovereign states, while treating Westphalian sovereignty, the principle that states have the right to exclude external authority from their own territory, in a much more provisional way. In some instances violations of the principles of sovereignty have been coercive, as in the imposition of minority rights on newly created states after the First World War or the successor states of Yugoslavia after 1990; at other times cooperative, as in the European Human Rights regime or conditionality agreements with the International Monetary Fund. The author looks at various issues areas to make his argument: minority rights, human rights, sovereign lending, and state creation in the nineteenth and twentieth centuries. Differences in national power and interests, he concludes, not international norms, continue to be the most powerful explanation for the behavior of states.

This book is a collection of empirically rich and theoretically engaged papers across a broad geographical spectrum reflecting on what constitutes the politics and practices of food sovereignty. They contribute to a theoretical gap in the food sovereignty literature as well as a relative shortage of empirical work on food sovereignty in the global "North", much previous work having focussed on Latin America. Specific case studies are included from Canada, Norway, Switzerland, southern Europe, UK and USA, as well as Africa, India and Ecuador. The book presents new research on the emergence of food sovereignties. It offers a wide variety of empirical examples and a theoretically engaged framework for explaining the aims of actors and organizations working toward autonomy and democracy in the food system.
