Book excerpt: The commitment to protect, conserve, and enhance the environment has been expressed in numerous far-reaching laws, statutes, and regulations. These environmental laws apply to private and government agency planning, construction, and operations and maintenance (O & M) activities. The O & M procedures developed under the Repair, Evaluation, Maintenance, and Rehabilitation (REMR) Research Program might result in wastewater discharges, destruction of fish and wildlife habitat, use/disposal of hazardous or toxic materials, or other activities covered by environmental laws. The environmental laws and regulations were examined to determine their applicability to REMR activities. The laws were classified as compliance statutes, statutes applicable in certain cases, or secondary environmental laws, depending on the intent of the law and characteristics of REMR activities. The purpose of each law is explained and the types of REMR activities that could be covered by the law are identified.

Book excerpt: The Repair, Evaluation, Maintenanance and Rehabilitation (REMR) Program is designed to research problems associated with evaluating the condition of existing Civil Works structures and maintaining, repairing, and rehabilitating those structure. This annotated bibliography assesses the applicability to REMR activities of previous environmental research done by the US Army Corps of Engineers . Environmental reports and publications produced by the US Army Engineer Waterways Experiment Station, the Coastal Engineering Research Center, and the Cold Regions Research and Engineering Laboratory were reviewed, and those with potential applicability to REMR were included. The narrative portion of the document contains tables summarizing potential environmental consequences of REMR activities and indicating which bibliographic entries should be consulted for applicable environmental research. Although much work has been done within the last decade that has produced results applicable to REMR activities, several categories of REMR actions and associated environmental impacts have few or no references. The report provides an overview of the program and describes selected research results in each of the seven problem areas. Appendix A is a listing of REMR Reports. The REMR Research Program has clearly demonstrated the benefits of research in getting more value for the dollars spent on repair, evaluation, maintenance, and rehabilitation (REMR) activities. Book excerpt: This report describes the REMR Management System, a computer-aided system for managing REMR activities for Civil Works structures. The system consists of three modules: the Basic Functions module, Condition Evaluation and Rating module, and the Consequence Modeling module. The Basic Functions module contains the procedures for data management and life-cycle cost analysis. The Condition Evaluation and Rating module contains a collection of condition evaluation procedures for various types of structures. The Consequence Modeling module includes tools useful for long-term planning. The Basic Functions module is described in detail in this report. The description of the Condition Evaluation and Rating module and the Consequence Modeling module is limited to the presentation of the concepts; the details of these modules will be reported separately. The REMR Management System is designed as a planning tool and an information system for project-level management. It provides procedures for condition inspection and evaluation, data management, and economic analysis. These procedures can be used to prioritize REMR activities based on condition, select maintenance and repair (M & R) alternatives based on performance, and compare the cost of various M & R alternatives based on life-cycle costs. The REMR Management System promotes faster, more objective, condition-oriented performance of REMR work. (KR).
