Book excerpt: There is a mismatch between the demands of today's strategic environment and the force structure of the Army. Today, the Army is not adequately structured for stability and support operations (SASO) or homeland security (HLS) requirements, two mission areas of increasing importance. The post-Cold War frequency of conflict finds the U.S. military conducting an increased number of missions to maintain or reestablish order and promote stability at the same time the threat of international terrorism and attacks on the U.S. homeland continues. Advances in technology and joint warfighting have reduced the number of troops with the appropriate skill sets available in theater to transition to post conflict reconstruction. Additionally, the requirement to respond to multiple and simultaneous weapons of mass destruction (WMD) events and consequence management missions at home have not been accurately determined. The Army must create a force that enables a rapid transition from conflict to post conflict reconstruction to set the conditions for strategic success, as well as maximize Army capability to respond when needed in support of lead federal agencies for consequence management. The capabilities and skills required to address these missions are identical enough in nature to recommend one solution to address both needs.

Today's Army is also 30 percent smaller than it was a decade ago. In spite of those changes, the composition of the Army has not shifted markedly: the service remains almost equally divided between active-duty and reserve soldiers. A question under debate is whether that composition is well suited to the Army's current role. The Army hopes to make its force structure better suited to its current mission by converting some of the combat forces in the National Guard to support forces. That change would eliminate some of the excess combat forces; but it would not enable the Army to get to regional conflicts more quickly than it can today, nor would it improve the Army's ability to carry out peacekeeping operations. Finally, because the Army's plan would not reduce the overall size of the service, it would not yield significant savings; therefore, the Army may have difficulty finding the funds to acquire the modem weapons it will need.

Reconstitution-or adding new units to the Army-hasn't been studied seriously since then- President George Bush made it an important element in his post- Cold War defense policy in 1992. Current thinking, as expressed in the recent Quadrennial Defense Review, is that a global peer competitor-the primary reason for thinking about reconstitution of the Army-is unlikely to emerge in the period between now and 2015. If expandability is thought of as any increase in the capabilities of the Army beyond its current ready forces, there are at least three reasons for considering all expandability options in today's strategic planning out to 2015.
