Book Reorganising central government

Download or read book Reorganising central government written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2010-03-18 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Between May 2005 and June 2009, there were over 90 reorganisations to central government. This report finds that these cannot demonstrate value for money, given that most had vague objectives and that costs and benefits were not tracked. The average annual cost of reorganisations is almost £200 million, around 85 per cent of which is for the reorganisation of arms length bodies. Since 1980, 25 central government departments have been created, including 13 which no longer exist. By comparison, in the United States only two new departments have been created over the same period. Central government bodies are weak at identifying and securing the benefits they hope to gain from reorganisation. There is no standard approach for preparing and assessing business cases setting out intended benefits against expected costs. More than half of reorganisations do not compare expected costs and benefits of alternative options, so there can be no certainty that the chosen approaches are the most cost effective. Furthermore, no departments set metrics to track the benefits that should justify reorganisation - making it impossible for them to demonstrate that the eventual benefits outweigh costs. There is no requirement for bodies to disclose the costs of reorganisations after they happen - meaning the true cost of reorganisation is often hidden. The decisions to reorganise departments and arms length bodies are often taken at short notice and with inadequate understanding of what could go wrong.

Book The Politics of Economic Restructuring in India

Download or read book The Politics of Economic Restructuring in India written by Loraine Kennedy and published by Routledge. This book was released on 2013-12-17 with total page 187 pages. Available in PDF, EPUB and Kindle. Book excerpt: State re-scaling is the central concept mobilized in this book to interpret the political processes that are producing new economic spaces in India. In the quarter century since economic reforms were introduced, the Indian economy has experienced strong growth accompanied by extensive sectoral and spatial restructuring. This book argues that in this reformed institutional context, where both state spaces and economic geographies are being rescaled, subnational states play an increasingly critical role in coordinating socioeconomic activities. The core thesis that the book defends is that the reform process has profoundly reconfigured the Indian state’s rapport with its territory at all spatial scales, and these processes of state spatial rescaling are crucial for comprehending emerging patterns of economic governance and growth. It demonstrates that the outcomes of India’s new policy regime are not only the product of impersonal market forces, but that they are also the result of endogenous political strategies, acting in conjunction with the territorial reorganisation of economic activities at various scales, ranging from local to global. Extensive empirical case material, primarily from field-based research, is used to support these theoretical assertions. Scholars of political economy, political and economic geography, industrial development, development studies and Asian Studies will find this a stimulating and innovative contribution to the study of the political economy in the developing countries.

Book Managing Complex Educational Change

Download or read book Managing Complex Educational Change written by Keith Pocklington and published by Routledge. This book was released on 2014-02-25 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why is educational change becoming more complex? Are there patterns in this complexity? How may managers cope effectively with complex educational change? This book investigates initiatives to reorganise school systems, involving highly emotive closures and mergers. It reveals how reorganisation was a complex change to manage because it was large-scale, componential, systematic, differentially impacting and context dependent. These characteristics affected management tasks, generating ambiguity in the change process that limited managers' capacity to control it. The authors offer four management themes as realistic strategies for coping with complex educational change: *orchestration *flexible planning and coordination *culture building and communication *differentiated support Managing Complex Educational Change is essential reading for all concerned with educational change - managers in schools and colleges, students on advanced courses, trainers, local and regional administrators, academics and policy makers. The research has general implications for the theory and practice of managing complex change.

Book Reorganising central government bodies

Download or read book Reorganising central government bodies written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2012-01-20 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Through the Public Bodies Reform Programme, run by the Cabinet Office, departments are taking over the functions of 65 public bodies and transferring those of another three to local government. They are also abolishing more than a half of their advisory bodies to strengthen ministers' ultimate responsibility for policy decisions. Departments propose to abolish 262 bodies, by such means as mergers, transfers out of government and ceasing functions. It is also intended to secure a reduction of £2.6 billion over the spending review period 2011-12 to 2014-15 in ongoing funding for administration in public bodies. A third of this (34 per cent or £0.9 billion) comes from just two changes: the closures of the Regional Development Agencies and the education body Becta. Annual estimated savings achieved by 2014-15 are likely to continue at between £800 million and £900 million. According to the National Audit Office, however, departments' estimates of £425 million for transition costs will actually be at least £830 million. Departments will therefore need to find gross savings of around £3.5 billion. There is also concern that there is an insufficient grasp of the ongoing costs of functions transferred to other parts of government. A third of all money spent by bodies in the Programme (£20.6 billion) will be subject to greater accountability to elected politicians, but most (£43.2 billion) will remain at arms-length. Despite greater accountability being the Programme's primary intended benefit, only one of the six departments examined had proposals for a well-defined, though basic, measure of success for it

Book Interrogating Reorganisation of States

Download or read book Interrogating Reorganisation of States written by Asha Sarangi and published by Taylor & Francis. This book was released on 2020-11-29 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: The volume analyses the complex historical and political context for the processes of state formation in independent India. It provides both a conceptual and empirical framework for an understanding of Indian democracy through the perspective of reorganisation of states. Following the recommendations of the States Reorganisation Commission (SRC) in 1956, the territorial boundaries of the states were redrawn. However, within a decade, the geo-linguistic and cultural-ideological criteria could not be considered satisfactory for the future division of states. With the formation of three new states (Chhattisgarh, Uttarakhand and Jharkhand) and the demand for Telangana statehood not accepted as yet, new dimensions and perspectives about state formation as a critical political practice have surfaced yet again in contemporary India. The book addresses a number of significant themes related to states reorganisation and its effects — questions of underdevelopment, size, political participation, governance, cultural identities — and also analyses the demand for smaller states. It focuses on different states, their historical and contemporary trajectory leading to the demand for territorial remapping and thus recognising specific political and cultural resources, and identities in the regions and sub-regions of states in India. The book will be useful for those studying politics, history, sociology, comparative politics and South Asian Studies.
