The ‘National Multiplication Trainings’ Programme under DIES is further addressing the sustainability and multiplication of the DIES Programme, that is, alumni are enabled to implement capacity building in higher education leadership and management in their national context. The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. Bertrand Badie and Pierre Birnbaum here persuasively argue that the origin of the state is a social fact, arising out of the peculiar sociohistorical context of Western Europe. Drawing on historical materials and bringing sociological insights to bear on a field long abandoned to jurists and political scientists, the authors lay the foundations for a strikingly original theory of the birth and subsequent diffusion of the state. The book opens with a review of the principal evolutionary theories concerning the origin of the institution proposed by such thinkers as Marx, Durkheim, and Weber. Rejecting these views, the authors set forward and defend their thesis that the state was an "invention" rather than a necessary consequence of any other process. Once invented, the state was disseminated outside its Western European birthplace either through imposition or imitation. The study concludes with concrete analyses of the differences in actual state institutions in France, Prussia, Great Britain, the United States, and Switzerland.

Book excerpt: We know very little about variations in urban class and ethnic segregation among nations and even less about differences among cities in different regions of the world. Spatial organization (places and neighbourhoods) matters significantly in some cities in reproducing class relations and ethno-racial hierarchies, but may be much less important in others. The degree and the impact of segregation depend upon contextual diversity. By emphasizing the importance of contextual diversity in the study of urban residential segregation, the book questions currently popular urban theories such as global city, neoliberal urbanism, and gentrification. These theories tend to dissociate cities from their national and regional context and thus ignore their history, culture, politics and institutions. The aim of this book is to introduce the significantly different urban experiences in social and spatial segregation patterns and rationales which exist among the world's regions and to demonstrate that urban theory needs to draw systematically upon this wide range of experiences. The cities selected (Athens, Beijing, Budapest, Copenhagen, Hong Kong, Madrid, Paris, São Paulo, Taipei, and Tokyo) were chosen in order to achieve geographical spread, to maximise the diversity of types of socioeconomic regulation.This volume is thus able to avoid the interpretative limitations and misconstructions resulting from universalizing the Anglo-American experience.
