Under current plans and policies, renewables would reach nearly 5% of total final energy consumption by 2030. Accelerated deployment, however, could boost Russia's renewable energy share to more than 11% in the same timeframe, according to this REmap working paper from the International Renewable Energy Agency (IRENA)Achieving this potential calls for cumulative investments of USD 300 billion in renewable energy up to 2030, or on average USD 15 billion per year between 2010 and 2030. When externalities related to human health and climate change are taken into account, these investments in renewables could ultimately save up to USD 11 billion per year.Yet certain areas require further attention. These include long-term planning, integration of renewables with existing plans, opening the way for solar PV and wind development, and ensuring reliable and affordable bioenergy supplies.Hydropower - representing about a fifth of Russian power generation capacity - is currently the most prominent renewable source, along with bioenergy for heating in buildings and industry. By end of 2015, total installed renewable power generation capacity reached 53.5 gigawatts (GW) of which 51.5 GW came from hydropower., and the remainder 2 GW from bioenergy, wind, solar PV and geothermal.The country analysis forms part of REmap, IRENA's global roadmap to double renewables in the global energy mix.

Given the necessity to modernize the economy and stimulate innovation, the exploitation of this potential is increasingly recognized as a political priority. Replacing traditional fossil energy sources with renewable energy in the Russian fuel mix will also have a positive impact on European energy security and climate policy. The European partners thus have an interest in stimulating this development. Advocating the lessons learned from the European experience in the field of renewable energy policy could be a way to assist Russia in its efforts to develop adequate regulatory mechanisms to stimulate investments in the renewable energy sector. This contribution argues that this attempt can only be successful if the European and Russian partners “speak the same language” in terms of renewable energy policy. It therefore proposes to compare the support mechanisms developed by the Member States of the EU with the Russian scheme in order to highlight potential misunderstandings in the concepts and instruments used. Moreover, this contribution argues that the EU will only be convincing in its approach towards Russia if it avoids a “normative hegemonic” behavior. The EU should focus on the flaws of its experience rather than presenting its rules as “best practice”. The EU experience learns that regulatory instability is the biggest obstacle to a successful renewable energy policy. The readiness of the Russian authorities to integrate investors' concern of stability in the regulatory framework governing the support scheme will determine Russia's ability to attract private investments in the development of its huge renewable energy potential.

The Federal Electricity Law mandates the federal Government to stimulate the development of renewable energy sources. However, so far, the Government has failed to create a functioning regulatory framework that would ensure the financial viability of these investments. This article examines the role that regional authorities could play in developing clean energy in the Russian Federation. Building further upon the environmental federalism literature, this article analyses the regulatory barriers to regional feed-in tariffs in Russia and, based on the US experience, proposes legal solutions to overcome these barriers. Russia - because of its role as a fossil fuel superpower, its weak track record on climate change mitigation, together with high political centralisation of power - is a unique case for an analysis of the role of regions as innovators of sustainable development.

Book excerpt: Despite the success of many countries in increasing energy saving and energy efficiency, the global energy consumption is expected to continue its growth. The main reasons are economic development and population growth happening primarily in developing and emerging economies, especially in India and China. In such circumstances fossil fuels will remain the dominant energy source in the medium and even long run. The present research paper aims at analyzing the current global trends in the energy sector identified through literature review and expert tools, and their influence on Russia. Considering a broad range of factors, the paper determined the following main challenges for the Russian energy sector: tightening competition at international energy markets, the need for comprehensive modernization and stronger energy efficiency measures, the need for technological catch-up in a number of energy sector segments, the need to increase recovery factor at traditional oilfields, and the need to diversify energy mix by increasing the share of renewables. The paper also considers the main rationale for the last challenge that include strengthened security, reliability and sustainability of the Russian energy sector. Among the key preconditions for advancements in renewable energy are improvements in investment climate, modernisation of the central grid and changes in energy policy. The paper is based on the outcomes of the first stage of the Foresight project devoted to renewable energy technologies.

Book excerpt: This paper comes from a project designed to assist central and eastern Europe and Commonwealth of Independent States (CIS) countries to enhance their energy efficiency and security, to ease the energy supply constraints of economic transition and to meet international environmental treaty obligations under the UN FCCC and the UN ECE. Reducing the energy efficiency 'gap' by half would save 600 million tones of oil equivalent in year 2010 of which 90 per cent would be fossil fuels. Central and Eastern European economies are half as efficient as those of market economies. This paper, which was produced jointly by the Economic and Social Commission for Asia and the Pacific (ESCAP) and the Economic Commission for Europe (ECE), aims to provide some suggestions for policy makers in the CIS for development of policies and regulatory frameworks for promotion of energy efficiency. The guidelines presented have been discussed and endorsed by the ECE Committee on Sustainable Development at its ninth session, 9-11 November 1999. The impetus for the guidelines was a recommendation made at a 1996 regional seminar on promotion of energy efficiency and institution building in Asian economies in transition conducted by ESCAP with participation by ECE.
