Book excerpt: Development of the U.S. Army Corps of Engineers' Repair, Evaluation, Maintenance, and Rehabilitation (REMR) Research Program is documented in this report. This program will involve research and, where available, the collection and synthesizing of research results on repair, evaluation, maintenance, and rehabilitation of existing Civil Works projects. Primary research problem areas which willbe addressed are: Concrete and Steel Structures, Geotechnical, Hydraulics, Coastal, Electrical and Mechanical, Environmental Impact, and Operations Management. Section A of the report recounts the background of the program and the development of the research problem areas, and summarizes program objectives and funding. Section B is a detailed identification and assessment of the problems in each problem area. Section C presents the details of the recommended research program. Section D discusses technology transfer. A synopsis of the August 1981 REMR Workshop in Arlington, Va., at which many of the REMR problems/needs were identified and assigned to problem areas, is included as Appendix A.

The primary objective of the program was to identify and develop effective and affordable technology for maintaining and extending the service life of existing Corps Civil Works structures. For management purposes, the program was broken down into seven broad problem areas: (1) Concrete and Steel Structures, (2) Geotechnical, (3) Hydraulics, (4) Coastal, (5) Electrical and Mechanical, (6) Environmental Impacts, and (7) Operations Management. The report provides an overview of the program and describes selected research results in each of the seven problem areas. Appendix A is a listing of REMR Reports. The REMR Research Program has clearly demonstrated the benefits of research in getting more value for the dollars spent on repair, evaluation, maintenance, and rehabilitation (REMR) activities. Book excerpt: This report describes the REMR Management System, a computer-aided system for managing REMR activities for Civil Works structures. The system consists of three modules: the Basic Functions module, Condition Evaluation and Rating module, and the Consequence Modeling module. The Basic Functions module contains the procedures for data management and life-cycle cost analysis. The Condition Evaluation and Rating module contains a collection of condition evaluation procedures for various types of structures. The Consequence Modeling module includes tools useful for long-term planning. The Basic Functions module is described in detail in this report. The description of the Condition Evaluation and Rating module and the Consequence Modeling module is limited to the presentation of the concepts; the details of these modules will be reported separately. The REMR Management System is designed as a planning tool and an information system for project-level management. It provides procedures for condition inspection and evaluation, data management, and economic analysis. These procedures can be used to prioritize REMR activities based on condition, select maintenance and repair (M & R) alternatives based on performance, and compare the cost of various M & R alternatives based on life-cycle costs. The REMR Management System promotes faster, more objective, condition-oriented performance of REMR work. (KR).

Book excerpt: This is an initial report on the development of a basic system for uniformly evaluating the condition of breakwaters and jetties of all--or primarily--rubble construction with either rock or concrete armor. This system is based on visual inspection and uses numbers on a scale from 0 (worst) to 100 (best) to represent the relative condition of the structures. The process begins by assessing the crest (or cap), seaside, and leeside of each reach (section) of a structure according to a standard list of structural aspects. This assessment, in turn, leads to ratings for the seaside and leeside slopes and crest of the reach. Then, the reach ratings are combined to give a single, overall condition rating for the whole structure. The condition rating system considers both structural and functional aspects of the structures. The intent of this system is to provide a consistent method for evaluating condition that supplies numerical condition descriptors that can be handled easily on a microcomputer. This numerical system aids in the maintenance planning process by permitting the condition to be monitored over time and by allowing a relative condition comparison between structures.
