It was subsequently classified secret by the National Security Agency because of its discussion of codebreaking. A sanitized version, with classified material removed, was released by NSA in late 1982 and forms the basis for this new volume, which contains probably at least 95% of the original. Captain Rochefort is best known for leading the team of codebreakers at Pearl Harbor which produced information instrumental in the U.S. victory at the Battle of Midway in June 1942. He discusses that in the context of an overall career which included a good deal of service on board ships and operational staffs, including that of Commander in Chief U.S. Fleet. He discusses the beginnings of U.S. Navy cryptanalysis and his own study of the Japanese language. During World War II, he got sidetracked from intended billets by the controversies over the Midway Battle and the attack on Pearl Harbor. At war's end, he participated in a strategic intelligence survey and was later recalled to active duty to study various battles.

One-hundred years ago, in what was clearly an unsophisticated pre-information era, naval intelligence (and foreign intelligence in general) existed in rudimentary forms almost incomprehensible to us today. Founded in 1882, the U.S. Office of Naval Intelligence (ONI)—the modern world’s “oldest continuously operating intelligence agency”—functioned for at least its first forty years with low manning, small budgets, low priority, and no prestige. The navy’s early steps into communications intelligence (COMINT), which included activities such as radio interception, radio traffic analysis, and cryptology, came with the 1916 establishment of the Code and Signals Section within the navy’s Division of Communications and with the 1924 creation of the “Research Desk” as part of the Section. Like ONI, this COMINT organization suffered from low budgets, manning, priority, and prestige. In the age-old debate as to whether leaders are born or made, Thomas contends that the answer is both. Great leaders throughout history were born with certain capabilities. Finally, all of these historical selections have dramatically shaped today’s institutions, practices, and customs within the naval services. These are not marginal figures with marginal influence. The individuals included, and their respective leadership attributes, should be required reading for any student of leadership. Each has a particular lesson for midshipmen on their journey to becoming a navy or Marine Corps officer. This book does not promise to be a panacea. There is no short cut. Leadership does not follow a prescribed path. We study examples to inspire us to become better, to be strong when it is easy to give in, and to know others have gone before us and faced insurmountable odds. Leadership, as an ill-defined social science, crosses boundaries with several disciplines including sociology, psychology, philosophy, and history. We have selected a method that combines the psychological “profile” of effective leaders and the historical context of the impact their leadership brought to organizations and events. Our hope for this book is that these case studies illustrate the basic elements—in themselves the very essence—of leadership. It is through inherent talent, arduous preparation, and practical experience that we become capable leaders. The reader brings the first to the table; then we offer a small token in the second pursuit; and circumstances enable the third.

Available in PDF, EPUB and Kindle. Book excerpt: Captain Jurika grew up in the Philippines and attended schools not only in the islands but in Japan and China. A large part of this volume is concerned with the Far East. He became a Navy pilot in 1936 and spent the next two years in torpedo squadrons attached to the Saratoga. In 1939 he commenced a two-year tour as assistant naval attaché for air in Tokyo, where his command of Japanese and other Far Eastern languages aided his intelligence gathering for the Office of Naval Intelligence prior to World War II. In 1941 he put the Hornet in commission and was intelligence and operations officer when she carried Jimmy Doolittle's bombers for the famous Tokyo Raid. Volume I concludes with a description of the Battle of Midway. Volume II continues with his service in the Hornet (CV-8) in the occupation of Guadalcanal until her demise at Santa Cruz. Captain Jurika then became gunnery officer on staff of Commander Fleet Air Noumea. Dodging Japanese and crocodiles, he led a three-man scouting party to pick a landing field site in Munda, New Georgia. In 1945 he became navigator in the carrier Franklin (CV-13), and at war's end was operations officer on staff of Carrier Division One. In 1946 he was with OpNav and then returned to the Far East as assistant naval attaché for air in Melbourne, Australia. Duties that followed were: XO at Naval Air Station, Corpus Christi, Texas; 1951 returned to the Pacific on staff of Carrier Division One; liaison with U.S. Air Force in Japan; special missions in Pacific Fleet for Admirals Radford and Stump; Commander Fleet Air Wing 14; and in 1959, before his retirement, he was assigned to Stanford University as both teacher and student, getting his doctorate.
