He, therefore, charged all this outbreaking oi the people to the influence of the banks, and considered it as no evidence of an honest opinion against this ill-fated measure. Notwithstanding the deci sive vote against it in the House of Representatives - notwithstanding his declared willingness to adopt any substitute for it, it is again brought for ward with the same expressed deference to public opinion, and again urged with the same open contempt of it. Gentlemen mi the other side tell us they 'will vote for, the bill if banking corporations are included. The vote of yesterday, of more than two to one rejecting sudhra proposition must, I think, satisfy them that there 18 no chance that it can prevail. I hope, then, that those gentlemen who are willing to go-for thevhill with banking corporations, that provision having failed, will now go for ir. For the sake of those for whose relief it' is intended. I I em aware that their votes are not necessary to the passage of the bill, but I Would like to see the. Moral influence on the country of a united vote on this im portant measure. In my judgment, it is idle to talk of including corporations in a bankrupt lhw, and; every efl'omto embrace them will only, aid to defeat the measure itself. If it is desirable that banks and other corporations should be sub jected to a bankrupt law, Why not introduce a bill exclusively for them? Why encumber a bill for the relief of individuals with the controverted ques tion of corporations? Many are Opposed, on principle, to including corpo rations m a general bankrupt law. The honomhle. Senator from South Carolina, (mr. Calhoun) with others, deems it unconstitutional to include 1tl1em.no one doubts the constimtionality of a bankrupt law for individuals. Why, then, dmll individuals be deprived of their constitutional rights he came Wm cannot be brought into an unconstinttional subj cation to the 1110111008 of a. Bankmpt law. 7 Let these two classes of natu ral and arti fish! Puons rest on their own respective merits. Those who are in favor of induding corporations should submit to the will of the majority, and go for the relief of individuals, if corporations are not included. It will be no satis factory answer to that large and distressed portion of the community to say, we go against giving you any relief, because the constitutional and other samples of gentlemen will not permit them to include corporations in the same law.
