The first part of the volume reviews theoretical motivations behind the growing disdain for the political party. In surveying the parties' lengthy attempt to gain legitimacy, particular attention is devoted to the cultural and political conditions which led to their emergence on the ground' and then to their political and theoretical acceptance as the sole master in the chain of delegation. The second part traces the evolution of the party's organization and public confidence against the backdrop of the transition from industrial to post-industrial societies. The book suggests that, in the post-war period, parties shifted from a golden age of organizational development and positive reception by public opinion towards a more difficult relationship with society as it moved into post industrialism. Parties were unable to master societal change and thus moved towards the state to recover resources they were no longer able to extract from their constituencies. Parties have become richer and more powerful thanks to their interpenetration into the state, but they have paid' for their pervasive presence in society and the state with a declining legitimacy. Even if some changes have been introduced recently in party organizations to counteract their decline, they seem to have become ineffective; even worse, they have dampened democratic standing inside and outside parties, favouring plebiscitary tendencies. The party today is caught in a dramatic contradiction. It has become a sort of Leviathan with clay feet: very powerful thanks to the resources it gets from the state and to its control of the societal and state spheres, but very weak in terms of legitimacy and confidence in the eyes of the mass public. However, it is argued that there is still no alternative to the party. Democracy is still inextricably linked to the party system.

Book excerpt: Political scientists are quite good at predicting ‘optimal’ policy positions that - under the given circumstances - allow parties to get maximal payoffs in terms of policy, office or votes. What we do not know is whether parties are actually able to take these positions or whether they are constrained to do so. This book attempts to narrow this gap. The major argument is that parties do not choose policy positions from scratch and that they cannot freely change their policy platforms. Rather, voters’ lacking perception of changing party platforms and intra-party factors constrain parties when shifting their policy positions. An empirical analysis of party policy shifts in ten Western European democracies shows that these constraints differ across parties and thus affect the parties’ position-taking differently. Considering this variation is important to derive more precise predictions for parties’ policy platforms and for our understanding of party behaviour in general. Book excerpt: In Unraveling the Gray Area Problem, Luke Griffith examines the US role in why the Intermediate-Range Nuclear Forces (INF) Treaty took almost a decade to negotiate and then failed in just thirty years. The INF Treaty enhanced Western security by prohibiting US and Russian ground-based missiles with maximum ranges of 500 to 5,500 kilometers. Significantly, it eliminated hundreds of Soviet SS-20 missiles, which could annihilate targets throughout Eurasia in minutes. Through close scrutiny of US theater nuclear policy from 1977 to 1987, Griffith describes the Carter administration's masterminding of the dual-track decision of December 1979, the North Atlantic Treaty Organization (NATO) initiative that led to the INF Treaty. The Reagan administration, in turn, overcame bureaucratic infighting, Soviet intransigence, and political obstacles at home and abroad to achieve a satisfactory outcome in the INF negotiations. Disagreements between the US and Russia undermined the INF Treaty and led to its dissolution in 2019. Meanwhile, the US is developing a new generation of ground-based, INF-type missiles that will have an operational value on the battlefield. Griffith urges policymakers to consider the utility of INF-type missiles in new arms control negotiations. Understanding the scope and consistency of US arms control policy across the Carter and Reagan administrations offers important lessons for policymakers in the twenty-first century.
