Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration. Based on a combination of official and unofficial (but always authoritative) sources, he builds a thorough case for the true lessons of NATO's first battle fought within Europe. After consideration of the historical, major political, and strategic factors that set the stage for the Kosovo campaign, Cordesman critically examines the actual effectiveness of the NATO air campaigns, both in Kosovo and Serbia proper. Operations in this rugged part of Europe were difficult, and compounding the challenges of terrain and weather were the conflicting national agendas within the Allied coalition that seriously hampered focused and decisive action by NATO. Although Milosevic ultimately conceded defeat, all of these factors played an important role in limiting the intensity and shaping the military outcome of the campaign, and the likely political and strategic results were far from certain. Cordesman unflinchingly concludes, that the air campaign over Kosovo exposed deep fault lines within and among the NATO countries and fundamental flaws in the way the West wages war.

Women’s stories leave traces of their will to rewrite their exclusion from oppressive regimes, defend their choice of civil and patriarchal disobedience, grasp their passage, claim their right to have rights and affirm their determination for new beginnings. What emerges from the encounter between theoretical abstractions and women’s lived experiences is the need to decolonize feminist theories and make cartographies of mobility assemblages, wherein nomadism is a component of entangled relations and not a category or a figuration of a subject position. But states on the periphery of the conflict also used state-funded performances to articulate their positions in the polarized global network. In Albania in particular, the postwar government invested heavily in public performances at home, effectively creating a new genre of popular music: the wildly popular light music. In Audible States: Socialist Politics and Popular Music in Albania, author Nicholas Tochka traces an aural history of Albania's government through a close examination of the development and reception of light music at Radio-Television Albania's Festival of Song. Drawing on a wide range of archival resources and over forty interviews with composers, lyricists, singers, and bureaucrats, Tochka describes how popular music became integral to governmental projects to improve society--and a major concern for both state-socialist and postsocialist regimes between 1945 and the present. Tochka's narrative begins in the immediate postwar period, arguing that state officials saw light music as a means to cultivate a modern population under socialism. As the Cold War ended, postsocialist officials turned again to light music, now hoping that these musicians could help shape Albania into a capitalist, "European" state. Interweaving archival research with ethnographic interviews, Audible States demonstrates that modern political orders do not simply render social life visible, but also audible. Incorporating insights from ethnomusicology, governmentality studies, and post-socialist studies, Audible States presents an original perspective on music and government that reveals the fluid, pervasive, but ultimately limited nature of state power in the modern world. Book excerpt: Dimitris Stamatopoulos undertakes the first systematic comparison of the dominant ethnic historiographic models and divergences elaborated by Greek, Bulgarian, Serbian, Albanian, Romanian, Turkish, and Russian intellectuals with reference to the ambiguous inheritance of Byzantium. The title alludes to the seminal work of Nicolae Iorga in the 1930s, Byzantium after Byzantium, that argued for the continuity between the Byzantine and the Ottoman empires. The idea of the continuity of empires became a kind of touchstone for national historiographies. Rival Balkan nationalisms engaged in a "war of interpretation" as to the nature of Byzantium, assuming different positions of adoption or rejection of its imperial model and leading to various schemes of continuity in each national historiographic canon. Stamatopoulos discusses what Byzantium represented for nineteenth- and twentieth-century scholars and how their perceptions related to their treatment of the imperial model: whether a different perception of the medieval Byzantine period prevailed in the Greek national center as opposed to Constantinople; how nineteenth-century Balkan nationalists and Russian scholars used Byzantium to invent their own medieval period (and, by extension, their own antiquity); and finally, whether there exist continuities or discontinuities in these modes of making ideological use of the past.
