Book excerpt: Italy is left out of most contemporary comparative studies of political systems. This omission can be due neither to any intrinsic unimportance of Italy in Europe, nor to the absence of parallel similarities and differ ences - the prerequisites of comparative explanation - between the Italian and other Western political systems. It may be due to the paucity of case studies of Italian politics, upon which comparisons would have to be based. Professor Bucci's book will contribute toward overcoming this scarcity. Not only is Italy under-represented in comparative studies of post war European politics, but there is also a shortage of monographs dealing with particular aspects of Italian politics since the founding of the Republic, especially in English. I hope that Dr. Bucci's work, which is based exclusively upon original Italian sources, signals the beginning of exploration, more systematic than hitherto, of the goldmine for case studies which post-war Italian politics presents to political scientists.

They also show a range of different case-studies and models which share the values and political concepts of the cultural context of diplomatic practice in the ancien régime. While Venice, the Papal States, the duchy of Savoy, Florence (later the duchy of Tuscany), Mantua, Modena, and later the kingdom of Naples may be considered minor states in the broader European context, their diplomatic activity was equal to that of the major powers. This reconstruction of their ambassadors, their secretaries, and their ceremonies offers a fascinating interpretation of the political history of early modern Italy.

Book excerpt: The institutional features and the past and future role of the state should be a central concern of contemporary sociological and political theory, but until now they have been sadly neglected. Lately, in particular, the state's increasing involvement in the management of industrial and industrializing societies has made it even more important to understand its past development, its current activities, and the related trends in its structure and in its relation to the larger society. As a contribution to this task, Gianfranco Poggi reviews the main phases in the institutional history of the modern state. Restating a typology elaborated, among others by Max Weber, he outlines first the feudal system of rule, then the late-medieval Ständestaat and the absolutist state. Next the book discusses the nineteenth-century constitutional state, seen as the most accomplished embodiment of the modern, Western state. Finally, it points out the major developments which have occurred since the end of the last century in the relationship between the state and society, and identifies the threat these pose to the persistence of Western political values. Throughout, the discussion draws upon an impressive body of literature on the modern state (much of it not available in English) from the fields of history, law, and the social sciences.

Book excerpt: In the second half of the 19th century, Southeastern Europe was home to a vast and heterogeneous constellation of Jewish communities, mainly Sephardic to the south (Bulgaria, Greece) and Ashkenazi to the north (Hungary, Romanian Moldavia), with a broad mixed area in-between (Croatia, Serbia, Romanian Wallachia). They were subject to a variety of post-Imperial governments (from the neo-constituted principality of Bulgaria to the Hungarian kingdom re-established as an autonomous entity in 1867), which shared a powerful nationalist and modernising drive. The relations between Jews and the nation-states’ governments led to a series of issues relating to the enjoyment of civil rights, public and private education, and political participation, which found varying solutions, sometimes satisfactory for the Jews, but often undermined by the political instability of the region. In this book, the position of the Jews is also approached from the point of view of contemporary western Judaism, perhaps more sensitive to the sufferings of “our poor brothers in the East”; a western Judaism, emancipated, integrated, intellectually advanced, liberal, and able to intervene in situations under observation through diplomatic networks, its international philanthropic agencies and its political representatives. For readers interested in modern history, this book offers a detailed survey of the Jewish question in the various states of Southeastern Europe before the Shoah.
