Book excerpt: In this timely volume, Nicholas Gianaris examines trade and investment relations and related economic policies as they affect development trends in Europe and the United States. Particular emphasis is placed on the potential effects on the historical ties between the United States and Europe of such developments as the integration of Western Europe in 1992, the rapid opening of Eastern Europe, German reunification, and the potential for stronger economic cooperation in North America. Gianaris examines the impact of these issues on a wide range of economic matters including the relationship between the private and public sectors, the openness of markets, the degree of industrialization, fiscal and monetary policy, business regulation and taxation, joint ventures, and mergers and acquisitions. Following an introductory overview, Gianaris reviews historical trends in the economic relations between the European Community and the United States, especially the intensive postwar efforts at European integration which followed, to some extent, the successful example of the United States. The next two chapters address the similarities in economic organizations and related fiscal and monetary policies as they affect trade and other financial transactions between the European Community and the United States. Gianaris goes on to examine in more detail trade and investment relations, including such issues as capital flows and currency realignment, as well as the growing phenomena of transatlantic joint ventures and acquisitions. The final chapter assesses relations with the dramatically changing Eastern European countries and the expected results of the unification of Germany. After all, no other regions of the world are as closely connected in economics, security and politics as Europe and the US. This comprehensive volume makes conceptual progress and empirical contributions in accounting for how EU-US relations have been impacted by a context of multiple EU crises alongside a parallel change in US policies. The authors find strong evidence to suggest that the transatlantic relationship is weakening. This is partly a consequence of the EU's internal policies, as it becomes more unified and autonomous of the US in some areas, while fragmenting in others. Most importantly, it is a consequence of the two actors' increasingly diverging perspectives and positions on international issues, institutions, norms and indeed the value of the transatlantic relationship. Although the long-term effects remain to be seen, it is likely that the cracks in the foundation of transatlantic relations will continue into the present and foreseeable future. This book was originally published as a special issue of the Journal of European Integration.

Indepth case-studies of the 1973 Arab-Israeli war, martial law in Poland 1981-82 and the Kurdish crisis in Iraq 1991 are shown to support a theoretical critique. The dominant 'realist' approach to international relations is unable to adequately explain transatlantic tensions in this period. New frameworks are needed to explain the 'agency-structure' of internal European and EU-US relationships.
