Hawthorn's Survey of the Contemporary Indians of Canada (the Hawthorn report) in 1966 and 1967 and establishment of the Royal Commission on Aboriginal Peoples in 1991.Its primary sources are 222 documents prepared by Aboriginal and non-Aboriginal organizations and governments over this period. Our focus in analyzing these documents was to trace the evolution of policy discussions and debates in four key areas: lands and resources, governance, criminal justice, and education. The analysis builds on our conceptualization of public policy discourse as involving three basic questions: who was involved in policy discussions; how did policy discussions occur; and what was said about key issues in the domain of Aboriginal affairs? In dealing with these questions, we look at the various and sometimes competing public policy paradigms embraced by Aboriginal and non-Aboriginal participants in the discussions. Book excerpt: This book provides the first systematic and comprehensive analysis of the factors that explain both completed and incomplete treaty negotiations between Aboriginal groups and the federal, provincial, and territorial governments of Canada. Since 1973, groups that have never signed treaties with the Crown have been invited to negotiate what the government calls comprehensive land claims agreements, otherwise known as modern treaties, which formally transfer jurisdiction, ownership, and title over selected lands to Aboriginal signatories. Despite their importance, not all groups have completed such agreements a situation that is problematic not only for governments but for Aboriginal groups interested in rebuilding their communities and economies. Using in-depth interviews with Indigenous, federal, provincial, and territorial officials, Christopher Alcantara compares the experiences of four Aboriginal groups: the Kwanlin Dün First Nation (with a completed treaty) and the Kaska Nations (with incomplete negotiations) in Yukon Territory, and the Inuit (completed) and Innu (incomplete) in Newfoundland and Labrador. Based on the experiences of these groups, Alcantara argues that scholars and policymakers need to pay greater attention to the institutional framework governing treaty negotiations and, most importantly, to the active role that Aboriginal groups play in these processes.

Mining reshapes landscapes, literally moving mountains and diverting rivers; the Indigenous owners of these landscapes often believe them to have been originally shaped by ancestor beings who still reside at mining locations. This book seeks to understand the political, social, economic, and cultural dynamic that is created by the relentless expansion of mining into Indigenous territories. Contributing to such an understanding involves a task of global significance: Indigenous peoples embody a large part of the world's linguistic and cultural diversity; their lands cover an estimated 25 per cent of the world's land surface, intersect with about 40 per cent of all ecologically intact landscapes, and contain a large proportion of the world's mineral resources. Must interaction between Indigenous peoples and mining involve the destruction of Indigenous peoples, territories, and cultures? Can the remarkable resilience that has allowed Indigenous peoples to survive for millennia enable them not only to survive, but to capitalize on the development opportunities offered by mining? What role are governments, international organizations, and civil society playing in shaping relations between mining and Indigenous peoples? Ciaran O'Faircheallaigh addresses these and other questions by drawing on his own 30 years of experience working with Indigenous communities as they deal with mining projects, and on the experiences of Indigenous peoples in some 15 countries from different regions of the globe.
