Alcohol in Latin America is a sweeping examination of the deep reasons why. This book takes an in-depth look at the social and cultural history of alcohol and its connection to larger processes in Latin America. Using a painting depicting a tavern as a metaphor, the authors explore the disparate groups and individuals imbibing as an introduction to their study. In so doing, they reveal how alcohol production, consumption, and regulation have been intertwined with the history of Latin America since the pre-Columbian era. Alcohol in Latin America is the first interdisciplinary study to examine the historic role of alcohol across Latin America and over a broad time span. Six locations—the Andean region, Argentina, Brazil, Chile, Guatemala, and Mexico—are seen through the disciplines of anthropology, archaeology, art history, ethnohistory, history, and literature. Organized chronologically beginning with the pre-colonial era, it features five chapters on Mesoamerica and five on South America, each focusing on various aspects of a dozen different kinds of beverages. It is a tribute to Paulo Freire, his courage, his humanity, and the timelessness and relevancy of his ideas that our work on this manuscript was never tedious, never dull, and never a burden, but rather a constant source of joy, inspiration, and discovery. Although the book was always intended to be a critical but friendly description and analysis of Freire's efforts as Secretary of Education, the need to disseminate information about this radical educational reform became even more urgent after the sad news of Paulo Freire's death in May 1997. Thus, while this text is the result of the scholarly efforts of three researchers, it is also a celebration of a revolutionary thinker who had the unique opportunity to make his ideas concrete and therefore affect the lives of countless young children in his native country. We dedicate our efforts on this volume to Paulo Freire and to the hundreds of educators in Sao Paulo whom he inspired to work tirelessly in creating a happy, democratic school dedicated to serving poor and working class children and their communities. Book excerpt: In Brazil, the country with the largest population of African descent in the Americas, the idea of race underwent a dramatic shift in the first half of the twentieth century. Brazilian authorities, who had considered race a biological fact, began to view it as a cultural and environmental condition. Jerry Dávila explores the significance of this transition by looking at the history of the Rio de Janeiro school system between 1917 and 1945. He demonstrates how, in the period between the world wars, the dramatic proliferation of social policy initiatives in Brazil was subtly but powerfully shaped by beliefs that racially mixed and nonwhite Brazilians could be symbolically, if not physically, whitened through changes in culture, habits, and health. Providing a unique historical perspective on how racial attitudes move from elite discourse into people’s lives, Diploma of Whiteness shows how public schools promoted the idea that whites were inherently fit and those of African or mixed ancestry were necessarily in need of remedial attention. Analyzing primary material—including school system records, teacher journals, photographs, private letters, and unpublished documents—Dávila traces the emergence of racially coded hiring practices and student-tracking policies as well as the development of a social and scientific philosophy of eugenics. He contends that the implementation of the various policies intended to “improve” nonwhites institutionalized subtle barriers to their equitable integration into Brazilian society.

The widespread use of the concept of soft power is sometimes grossly misused as a synonym for anything other than military force. While the concept is one of the most popular and influential in progressive foreign policy circles and is noted for being the ability of a country to convince others that its cause is the best, without having to resort to economic or military threats, the your ability to accurately describe the world we live in needs repair lenses. The power of example, the power of attraction through culture or, in other words, the ability of a country to attract others because of its culture and political values in its foreign policy, that is, soft power, is something that emerges in partly because of government and partly in spite of governments. To have soft power, you need to be connected, and the interaction, management and dissemination of assets can be seen as exercises in soft power action. This book seeks to detail in examples how the concept of “soft power” encompasses and problematizes the multiplicity of themes on the contemporary international agenda, focusing on one of its least discussed elements: the universe of international cultural heritage and the relationship between actors and society, preservationist actions in the globalized world. While cultural heritage embodies different values and can serve different economic, social and political objectives in development contexts, the past becomes a cultural currency when it becomes essential to the human experience.

It focuses on the role the steelworkers played in Brazil's social and economic development under the country's import substitution policies from the early 1940s to the 1964 military coup. Counter to prevalent interpretations of industrial labor in Latin America, where workers figure above all as victims of capitalist exploitation, Dinius shows that CSN workers held strategic power and used it to reshape the company's labor regime, extracting impressive wage gains and benefits. Dinius argues that these workers, and their peers in similarly strategic industries, had the power to undermine the state capitalist development model prevalent in the large economies of postwar Latin America.
